Cashew nutshell liquid is a dark, viscous liquid held in the honeycomb structure of the cashew shell. For most of the last century it was a disposal problem for cashew processors. It is now a traded industrial feedstock, and the reason is substitution: cardanol, its principal component, is a renewable stand-in for petroleum-derived phenol in epoxy curing agents, friction materials and coatings.
Start with the size of the prize, because this is where most CNSL plans go wrong before page two. Analyst estimates cluster tightly. MarketsandMarkets, 2025 puts the global CNSL market at $511.7M in 2025 with an 11.36% CAGR to 2030. SNS Insider, 2025 puts it at $497.71M in 2025 rising to $1,018.20M by 2035, a 7.42% CAGR. Future Market Insights, 2025 lands at $491.5M with a 7.7% CAGR. Different methodologies, same neighbourhood: roughly half a billion dollars, growing high single digits.
That is a small market. Say so in your plan. A founder who writes "we are entering a $66 billion industry" has either misclassified CNSL as bulk chemicals or is quoting a number from an adjacent sector, and a credit committee that knows the space will stop reading. Half a billion dollars is a perfectly good market to build a $5M business in. It is not a market that supports a hockey-stick.
Raw CNSL versus distilled cardanol
By volume, Mordor Intelligence, 2025 sizes the market at 1.06 million tonnes in 2025, reaching 1.41 million tonnes by 2031 on a 4.90% CAGR. Read those two growth rates together and you learn something useful: volume is compounding around 5% while value compounds faster. The market is not mainly growing because the world presses more shells. It is growing because more of the output is being upgraded into higher-value derivatives.
Where the material comes from
Supply is concentrated and geographically fixed, because CNSL is a by-product of cashew processing and cashew processing follows the crop. India is the largest producer and processor of cashews in the world and accounts for over 50% of global CNSL output, followed by Vietnam and the African producers, per NIIR, 2025. India's raw cashew nut production supports a CNSL production potential of roughly 20,000 tonnes at 10% recovery by weight. Over 60% of raw CNSL production occurs in India and Vietnam combined.
Africa is the swing region. Nigeria, Ivory Coast and Tanzania together account for nearly 70% of African cashew output, and around 60% of the CNSL produced in Africa is exported to Asia and Europe for further processing rather than upgraded locally (Mordor Intelligence, 2025). If you are writing a plan for a West African or East African plant, that sentence is your entire opportunity statement. The value is leaving the continent as a low-grade liquid and coming back as a coating.
Demand-side movements are worth naming in the plan because they are the closest thing this niche has to public traction signals. Cardolite's reported doubling of its Mangalore production capacity by 2025 was aimed at securing supply of marine-coating curing agents. Palmer International expanded its Texas production capacity in 2025 after growth in orders for bio-based linings from North American truck OEMs. In 2025 a Vietnam-based CNSL processor signed long-term supply contracts with European coating companies, securing cardanol exports for five years. Three separate incumbents locking in supply is a demand signal you can point a lender at.

Three Ways Into This Business
"Starting a CNSL business" describes at least three different companies with different capex, different customers and different risk. Most plans we review have not decided which one they are writing, and the financial model quietly mixes assumptions from all three. Pick one, name it on page one, and let the model follow.

The third model is the one Western founders default to and the one that most often fails diligence, because it has no defensible input. You are buying a commodity from a producer who can also sell direct, adding regulatory overhead, and competing on service against Cardolite. That can work, but the plan has to say what the moat is: an exclusive supply agreement, a formulation nobody else offers, or a customer relationship that predates the company.
The first model is the safest and the least interesting. It is genuinely good business (incremental margin on a waste stream you already handle) and it will not raise venture money, nor should it try. Frame it to a bank as an efficiency capex against an existing operation and it finances easily.
The second is where the funded companies sit, and it is the model the rest of this guide assumes unless stated otherwise.
Funding Routes & SBA Data
A CNSL plant is a manufacturing business, and that classification does real work for you in the United States. Under the North American Industry Classification System, CNSL and cardanol production sits in NAICS 325199, All Other Basic Organic Chemical Manufacturing, where the SBA size standard is 1,250 employees or fewer. You will clear that by three orders of magnitude, so small-business eligibility is not in question. Get the code right in the application; a misfiled NAICS is a slow, stupid way to lose a month.
Because NAICS 325199 begins with 32, you fall inside SBA's manufacturing sectors (NAICS 31 to 33), which opens three distinct programmes rather than one. Founders who only know about 7(a) routinely apply for the wrong instrument.
- SBA 504: the right tool for the distillation column and the building. Long-term, fixed-rate financing for equipment and real estate, which is precisely the shape of a CNSL plant's capital need.
- SBA MARC: a revolving working-capital facility available only to manufacturers in NAICS 31 to 33. This is the programme built for your problem, which is that you buy shells continuously and get paid by a coatings buyer on 60-day terms.
- SBA 7(a): general purposes, up to $5M. The default answer, and often the wrong one when 504 and MARC fit the need more cheaply.

Note that SBA does not publish approval-rate data broken out to the 325199 level, so any page quoting you a precise CNSL-specific approval percentage has invented it. Outside the United States
In the UK, the Start Up Loan scheme (up to £25,000 per founder at 6% fixed) is not going to build a plant, but it reliably funds the UK REACH registration dossier and the first import, which is exactly the gate that stops import-and-formulate ventures. Beyond that you are into commercial asset finance against the equipment, and grant funding is genuinely available here because CNSL is a bio-based petrochemical substitute, which is fundable language in UK and EU innovation programmes in a way that "chemical importer" is not.
In India, the picture is better documented than anywhere else. KVIC publishes a PMEGP common project profile for Cashew Nut Shell Liquid, which Indian lenders use as a benchmark. If you are financing an Indian plant, model against that profile explicitly and explain any variance, because the loan officer will have it open next to your plan.

What It Costs to Build a Plant
Budget $60K to $640K (£47K to £505K) to stand up a cashew nutshell liquid operation. That range is wide because it spans two genuinely different machines: a bolt-on expeller line at the bottom, and an integrated extraction plus cardanol distillation plant at the top. The figures below are an Avvale composite, assembled from published equipment pricing and the cited unit economics in this guide rather than from generic manufacturing averages.
Where the money goes in an integrated plant
Line by line
- Screw-press or expeller extraction line: $18K–$95K (£14K–£75K). OEMs list CNSL plants from 2 to 100 tonnes per day, and Indian equipment quotes start near Rs 12 lakh (roughly $14K) for a basic unit. Western installation, electrics and commissioning are what carry you to the top of the band.
- Cardanol vacuum distillation column and decarboxylation: $0–$210K (£0–£166K). Optional in the sense that you can run without it, and decisive in the sense that your margin depends on it.
- Solvent handling, storage tanks, drum and IBC filling: $9K–$62K (£7K–£49K). Zero at the bottom if you press mechanically and sell in bulk; substantial if you go the solvent route.
- Site works, bunding, effluent and fume containment: $12K–$88K (£9K–£69K). The oil-bath process in particular generates effluent that will be permitted.
- Regulatory registration and certification: $4K–$70K (£3K–£55K). A UK REACH dossier scales with your tonnage band. Budget this as capex, not as an afterthought, because it gates revenue.
- Feedstock working capital, 90 days: $11K–$74K (£9K–£58K). See the warning below about shell pricing.
- Lab and QC: $4K–$27K (£3K–£21K). Viscosity, iodine value and a gas-chromatography cardanol assay. Coatings buyers will ask for a certificate of analysis on every batch and you cannot outsource your way around that indefinitely.
- Product liability, COSHH or HazCom programme and PPE: $2K–$14K (£2K–£11K).
The feedstock trap
Nearly every CNSL plan we see treats shells as free, on the logic that they are waste. They are free exactly once: before you show up. The moment a processor has a buyer for shells, shells have a price, and the published benchmarks for a running plant put raw material at 40 to 50% of cost. Model your feedstock at a market price from year one, with an escalator, and if you have a supply agreement, put it in the appendix. A CNSL plan with a signed shell supply contract at a fixed price is a materially more financeable document than one with a paragraph of optimism about local availability.
Equipment Makers & Feedstock Sources
The supply chain for this business is unusually short and unusually concentrated, which cuts both ways. Sourcing a plant is easy. Sourcing a differentiated plant is not.
Extraction and processing equipment
- Goyum Screw Press: Indian OEM offering dedicated CNSL extraction plants across a 2 to 100 tonnes per day range. The reference point most Indian project reports are costed against.
- GI Agro Tech: automatic CNSL extraction systems, marketed alongside cashew processing lines, which suits a bolt-on installation.
- Pune-based expeller manufacturers: the cold-press CNSL expeller segment is competitive and quotes vary widely. Get three, and get them to state guaranteed yield in kg per tonne rather than throughput in tonnes per day, because throughput is not what you sell.
Who you will be competing with, or selling to
Name your incumbents in the plan. Vagueness here reads as inexperience.
- Cardolite: founded 1984, headquartered in Pennsylvania, the global leader in CNSL and cardanol technology. Its Ultra LITE technology addresses colour stability, which is the historic technical objection to CNSL-based resins in coatings. Reported doubling of Mangalore capacity by 2025.
- Palmer International: focused on friction products and polyols. Expanded Texas capacity in 2025 on North American truck OEM demand for bio-based linings.
- Senesel: a research-led player in the CNSL segment.
- Indian processors: Sri Devi Group, Golden Cashew Products, K2P Chemicals, Adarsh Industrial Chemicals, Shivam Cashew Industry and Muskaan, among others. These are your price-setters if you sell technical grade.
- Olam Agro India: a large-scale participant in the cashew supply chain, and an illustration of how vertically integrated the feedstock end can be.
Read that list as a strategy statement. Cardolite and Palmer are not really CNSL companies; they are formulation companies that happen to buy CNSL. The Indian processors are not really chemicals companies; they are cashew processors monetising a waste stream. The gap between those two groups, a producer with real formulation capability sitting close to the feedstock, is thinly populated. If your plan has a defensible position, it is probably in that gap, and you should say so explicitly rather than leaving the reader to infer it.
Feedstock and trade bodies
- Cashew Export Promotion Council of India (CEPCI): the route to Indian export incentives and to buyer introductions.
- APEDA: the Indian agri-export authority handling cashew export documentation.
- African origins: Nigeria, Ivory Coast and Tanzania for shells at or near the crop, if you can solve the logistics and the quality variance.
Yield, Pricing & the Cardanol Margin
This is the section your lender reads twice. Everything above is context; this is the business.
Yield
Every tonne of raw cashew nut processed yields 60 to 80 kg of CNSL, depending on shell quality and extraction method. The shell itself contains over 20% CNSL, but the common oil-bath process recovers only about 10% (NIIR, 2025). Two numbers matter there. First, model 60 to 65 kg, not 80, unless you have run your own shells through your own press and have the data. Second, the gap between 20% content and 10% recovery is the single largest efficiency lever in the business, and it is worth more than any price negotiation you will ever have.
Pricing, honestly
Technical-grade CNSL sells for roughly $400 to $1,200 per tonne, depending on grade and region. Cold-pressed natural CNSL commands a premium at $1,100 to $1,400 per tonne on pharmaceutical and specialty demand. The Indian domestic reference sits near Rs 28,000 per tonne. That is a three-to-one spread between the bottom and the top of the technical band, and where you sit inside it is a function of spec consistency and contract, not of luck.
A worked example, and the number that does not add up
There is a claim circulating in this niche that a small plant processing 2 to 5 tonnes of raw cashew nut per day earns an extra $8,000 to $15,000 per month from CNSL alone. Test it, because a lender will.
Take a 5 t/day line running 300 days: 1,500 tonnes of RCN. At 70 kg per tonne, that is 105 tonnes of CNSL per year. Sold as technical grade at $700 per tonne, that is $73,500 of annual revenue, or about $6,100 a month. Run the same arithmetic at the bottom of both ranges, 2 t/day and $400 per tonne, and you get roughly $1,900 a month. The circulating claim is only true at the top of the tonnage range and the top of the price band simultaneously. It is not a lie; it is a best case quoted as a typical case, and putting it in your plan unexamined tells a credit committee you did not check.
Now add the column. Distil the same 105 tonnes to cardanol at roughly 55% recovery, giving about 58 tonnes, and sell at $1,900 per tonne: $110,200. Sell the distillation residue into friction dust, which is a real and established outlet, for roughly $25,000. Same shells, same press, same 1,500 tonnes of feedstock, and revenue moves from $73,500 to about $135,200, an 84% uplift for a capex item of $210K or less. That is the business case, and it is why the industry-level numbers show a $847.3M cardanol market sitting on top of a ~$500M CNSL market.
Technical grade only
105 t of CNSL sold at $700/t into the spot market. No column, minimal compliance, no qualification wait.
Distilled to cardanol
58 t of cardanol at $1,900/t plus residue into friction dust. Adds a column, a lab, and a 14-month qualification wait.
Margins
Published benchmarks for a plant at 1,000 to 3,000 tonnes per year show raw material at 40 to 50% of cost, gross margins of 45 to 55% and net profit of 20 to 25%. Those are healthy numbers and they are achievable, but note the capacity band they are quoted at. A 1,500 t/year RCN operation produces around 105 t of CNSL, which is an order of magnitude below the bottom of that band. Do not lift a 20 to 25% net margin from a 3,000 t/year CNSL plant into a model for a 105 t/year one. This is the most common single error in the niche, and it is the reason so many CNSL plans show excellent margins and still fail diligence.
Revenue streams to model separately
- Technical-grade CNSL: spot or short contract. Fast cash, thin margin, funds working capital.
- Distilled cardanol: contracted, qualified, slow to win and hard to lose. This is the enterprise value.
- Distillation residue into friction dust: the residue is a product with an established brake-lining market, not a waste stream. Plans that omit it understate margin.
- Toll processing: distilling other people's CNSL for a fee. Underrated. It fills your column between contracts and it is how you survive a qualification gap.
- Biodiesel feedstock: a real outlet, commercially proven, but a low-price floor rather than a strategy.
Who Buys CNSL, and How They Qualify You
CNSL has no consumer. Every pound of it is sold business-to-business into a formulation, which means your go-to-market plan is a qualification plan, and the timeline is the thing most founders get wrong.
The four buyer groups
- Friction materials: brake linings and clutch facings. CNSL distillation residue becomes cashew friction dust, and CNSL resins act as binders. The technical case is real: CNSL-derived materials hold a consistent friction coefficient across a wide temperature range and produce quieter braking with less wear than some synthetic phenolic resins. Palmer International's 2025 Texas expansion was driven by exactly this demand from North American truck OEMs.
- Epoxy curing agents and coatings: cardanol is the building block for curing agents, reactive diluents, polyols and modifiers, and it is displacing petroleum-derived phenols on a sustainability argument. This is Cardolite's core market and the reason it doubled Mangalore capacity for marine coatings.
- Adhesives, laminates and foundry chemicals: laminating resins, rubber compounding resins, cashew cements, particleboard binders. Fragmented, less contract-heavy, a reasonable first market.
- Biodiesel and green chemistry: a commercially proven outlet and a price floor for off-spec material.
Qualification is the whole timeline
An OEM brake-lining supplier or a marine-coatings formulator does not buy on a phone call. They will take a sample, run it through their own formulation, test it, audit your plant, request a certificate of analysis protocol, and then trial a small volume. That process runs 12 to 24 months from first contact to a purchase order of any size. It is not negotiable and it is not a sign that you are doing badly.
What that means for your plan is specific and important: your cash-flow forecast must fund a trough of at least four to six quarters between commissioning and meaningful contracted revenue. Plans that show revenue ramping from month three are not optimistic, they are simply wrong about how this industry buys, and an experienced lender will spot it immediately. The fix is not to shorten the qualification period in the model. It is to fund it, and to fill the column with toll processing and technical-grade sales while it runs. A plan that names the trough, sizes it, and shows what pays the wages during it is far more credible than one that pretends the trough does not exist.

TSCA, UK REACH & Chemical Compliance
Here is the framing error that costs CNSL founders the most time: treating this as an agricultural by-product business. It is not. Once CNSL crosses a border or enters commerce in the US or GB, it is an industrial chemical and it is regulated as one. Budget for that, schedule it before first revenue, and it is manageable. Discover it after you have bought a container, and it is a very expensive education.
One fact drives much of the health and safety burden, and it is worth understanding rather than memorising. CNSL contains anacardic acid, a compound in the urushiol family, the same chemical class as the active irritant in poison ivy. CNSL is a documented skin sensitiser. That is why the PPE, exposure control and health surveillance requirements below are real duties rather than paperwork.
United States
- TSCA import certification (EPA / US Customs and Border Protection): under TSCA section 13, importers must certify at the border that imported chemicals either comply with TSCA (positive certification) or are not subject to it (negative certification). CNSL is an identified substance on EPA's CompTox dashboard (DTXSID1027681). Cost is typically a broker fee of $150 to $600 per entry. See EPA, TSCA Requirements for Importing Chemicals.
- TSCA Pre-Manufacture Notice (PMN): TSCA section 3(7) defines "manufacture" to include import, so the section 5(a)(1)(B) duty to file a PMN at least 90 days before non-exempt commercial manufacture applies to importing a new chemical substance. Trading listed CNSL does not trigger it. Developing a novel CNSL polymer does, and CNSL polymer formulations have been through TSCA section 5 review before.
- Chemical Data Reporting (CDR): EPA collects data on types, quantities and uses, generally where production or import volume reaches 25,000 lbs or more in a reporting year, which is about 11.3 tonnes. A modest importer clears that easily. See 40 CFR Part 707.
- OSHA Hazard Communication: authored safety data sheet, labelling and worker training before first handling. Budget $1K to $6K.
- State and local: air permit for a distillation column, fire department approval for solvent storage, industrial wastewater discharge consent.
United Kingdom
- UK REACH registration (HSE): you must register substances you manufacture in or import into Great Britain above 1 tonne per year, and collect information on their properties and uses. One tonne is a low bar in this business. See HSE, REACH registration and the GOV.UK guidance on how to comply with UK REACH.
- Only Representative route: GB importers must hold registrations themselves unless the non-GB supplier appoints an Only Representative to take on those duties (HSE, UK REACH Roles). For a UK buyer sourcing Indian or Vietnamese CNSL this is the single most useful structural decision available, and it belongs in the plan.
- COSHH assessment: £500 to £3K. Driven by the anacardic acid sensitisation issue: glove specification, exposure controls, health surveillance.
- Environmental permit (Environment Agency): £1.5K to £10K and up, three to four months. Applies to solvent-extraction routes and to oil-bath effluent.
- Employers liability insurance (£5M minimum) and product liability sized to your buyers' contracts, which for an OEM supplier will be substantial.
India, and a note on the EU
- CEPCI registration: the Cashew Export Promotion Council of India is the gateway to export incentives and buyer introductions for Indian producers.
- APEDA registration: agri-export documentation for cashew and its derivatives.
- Product standards: CNSL carries DC-MSME product code 319102004 with published quality standards, documented in the DC-MSME project profile. Quote the code in an Indian plan; it signals you have read the right documents.
- EU REACH is separate from UK REACH. Since Brexit a GB registration does not cover an EU sale, and vice versa. Anyone selling both sides of the Channel registers twice and pays twice. Founders miss this constantly, and it is a five-figure surprise.
None of this is a reason not to build the business. All of it is a reason to put a costed, dated compliance schedule in the plan, because the reader's real question is whether you know what you are walking into.
Six Mistakes That Sink CNSL Plans
These are the recurring failures we see in cashew nutshell liquid plans that come to us for a rebuild after a rejection.
- Pricing at the ceiling. $1,200 per tonne is a cold-pressed, spec-tight, contracted number. Spot technical grade clears far below it. Build the model at $600 to $700 and show the upside case separately, rather than building at the top and having a credit committee discover it.
- Column out of capex, cardanol price into revenue. The classic way a CNSL model reaches an impossible margin. If your revenue line assumes distilled product, your capex line owes a distillation column, a vacuum system and a lab. Reviewers check the two against each other.
- Treating a regulated chemical as an agri by-product. TSCA certification and UK REACH registration are gates, not formalities. A plan with no compliance line at all reads as a plan by someone who has not yet spoken to a customs broker.
- Ignoring the skin sensitiser. Anacardic acid is in the urushiol family. If your operations plan has no PPE and exposure-control programme, your insurer and your inspector will both have opinions, and your first workplace claim will be expensive.
- Assuming free feedstock forever. Shells are free until you want them. Once local CNSL demand exists, processors price accordingly, and you converge on the 40 to 50% raw material share the published benchmarks show. Model the escalator.
- Selling to OEMs with no qualification plan. Brake-lining and marine-coating buyers qualify a supplier over 12 to 24 months. A revenue ramp starting in month three is a tell that the founder has never sold into this chain. Fund the trough and say how.
Every one of these is fixable at the planning stage and expensive at the funding stage. If your plan has been rejected once already, it is usually one or two of the six, and the rebuild is smaller than you expect.

How a CNSL Plant Got to $780K After a First Rejection
Adaeze Okonkwo spent nine years in procurement at a friction-materials manufacturer, buying cashew friction dust and rejecting the batches that missed spec.
