The fourth line is worth a hard look. On-site hypochlorite generation converts ordinary salt into a weak (~0.8%) bleach right at a treatment plant, removing the need to store and truck hazardous concentrated chlorine (ClearWater / on-site generation). Your competitor section has to be honest about who sits above you. Chlorine economics are unusually transparent because so much of the product is a commodity with visible prices. Whichever model you choose, the plan should show the sensitivity: what happens to net margin when your swing cost — electricity for a producer, freight for a distributor — moves 15%.
Operations and logistics that protect margin
In a chlorine business, the difference between the modelled margin and the realised one is almost always operational. Concentrated liquid hypochlorite degrades over time and with heat, losing available chlorine, so a blender's inventory is a depreciating asset — carry too much through a warm month and you sell weakened product or write it off. That single fact should drive tight inventory turns, cool storage, and a make-to-order bias for bulk liquid. Trichlor and cal-hypo are more stable but are oxidisers with real fire and reactivity hazards, which means segregated, dry, ventilated storage and disciplined stock rotation rather than a general warehouse.
Freight is the second margin killer. An OSHG service firm sells a capital-avoidance and safety argument to utilities that would rather generate weak bleach on site than store and truck concentrated chlorine. In every case the plan should tie the channel to concrete numbers: customer acquisition cost, contract value, reorder rate, and the payback period on the first sale, so the revenue forecast rests on an acquisition model rather than optimism.
Permits, Hazmat & Compliance
Chlorine is regulated as a toxic, reactive substance almost everywhere it is stored in quantity, and the thresholds that trigger the expensive programmes are specific numbers you must design around — not vague "get the right permits" advice. Mistakes That Sink Chlorine Startups
The same handful of errors show up again and again in chlorine plans that get turned down. Each one is avoidable in the writing stage.
- Pitching production when you mean distribution. Founders write "chlorine manufacturing" and quote a $5M capex, then wonder why no lender engages. If your real plan is repackaging and distribution, say so — it is the fundable model.
- Treating electricity as a footnote. For any electrolysis-based production, power is 40–50% of operating cost. A plan without a modelled energy contract and a sensitivity table is not finished.

A realistic launch sequence
Reviewers trust a plan more when the operations section reads like a sequence someone has actually walked, not a wish list. For a distribution or blending entry, the order that tends to hold up is roughly this. In the first month, lock the site and design the containment and storage before signing anything, because the fire, ventilation, and secondary-containment requirements shape which building works at all. Through months two and three, run the permitting and registration track in parallel with the fit-out — EPA FIFRA or GB BPR product registration and DOT or ADR hazmat authorisation have lead times you cannot compress, so starting them late pushes back first revenue by a quarter.
