United States
A Part 107 Remote Pilot Certificate ($175 knowledge test) authorises commercial flight within visual line of sight only. It does not authorise carrying packages for compensation beyond visual line of sight — the exact thing most delivery businesses want to do. For that, you currently need a Part 135 air carrier certificate, the same framework that governs charter airlines, obtained with a BVLOS waiver or exemption. It is a demanding process that runs 6–18 months and $40,000–$180,000 in consulting and documentation. As of April 2025 only seven operators held one, when Drone Express (DEXA) became the seventh, joining Wing, UPS Flight Forward, Amazon Prime Air, Zipline, Causey Aviation Unmanned (which flies Flytrex aircraft), and DroneUp. That short list is itself a signal: the certificate is a genuine moat, and your plan should treat earning it as a milestone, not a formality.
The picture is about to change. The FAA released the proposed Part 108 rule as an NPRM on 5 August 2025, and a final rule is expected in the first quarter of 2026. Part 108 would create a standard BVLOS framework that removes the case-by-case waiver grind. Under the proposal, compliance responsibility sits with the operating company rather than an individual pilot, flights stay at or below 400 feet AGL, aircraft must carry detect-and-avoid technology and yield to crewed aircraft broadcasting position via ADS-B, and operators secure approval for defined flight areas. Anything beyond that envelope — BVLOS, flight above 120 m, or dropping items — now runs through UK SORA (Specific Operations Risk Assessment), which replaced the legacy Operating Safety Case on 23 April 2025. The CAA's published roadmap targets demonstrating BVLOS operations first and enabling routine BVLOS by 2027, along three pathways: atypical air environment, low-level flight over urban areas (which covers last-mile and NHS sample delivery), and fully integrated BVLOS. European Union & beyond
Under EASA, delivery is a Specific-category operation approved via a SORA risk assessment, with a Light UAS Operator Certificate (LUC) available to mature operators and integration into U-space airspace where it is designated. Wherever you launch, the structure is the same: prove the operation is safe for its specific airspace, then scale the approval. Drone delivery pricing looks deceptively simple and hides a hard truth: the economics live or die on flight volume per route. Consumer and retail deliveries are typically priced at $4–$15 to the merchant or customer. Time-critical medical flights, where the alternative is a dedicated courier car, command $20–$120 per flight. Many of the strongest operators also sell monthly retainers of $3,000–$25,000 per scheduled B2B route, which smooths revenue and underwrites the pilot cost that would otherwise sink a thin week.

Understand your cost structure before you price
