There are two practical ways to build, and the plan should commit to one as the base case with the other as a stated upgrade path.

Source rolling chassis or major sub-assemblies from established OEM factories, then handle final assembly, lithium integration, QA, branding, and the LSV/street-legal package in-house. Entry cost is far lower (roughly $150K-$400K of working capital plus compliance) and the focus shifts to your dealer network and customisation, where the margin is. Route B, In-house build (frames, bodies, packs)

Tool your own frames and body panels, assemble packs, and control more of the bill of materials. The two operational metrics that decide whether the business scales are takt time (how fast a unit moves through the line) and first-pass yield (the share of units that clear end-of-line test without rework). United Kingdom

  • L6e/L7e quadricycle classification: a road-going buggy is approved as a light (L6e) or heavy (L7e) quadricycle, with limits on speed, power, and mass (DVSA/DVLA).
  • Individual Vehicle Approval (IVA) or whole-vehicle type approval: low-volume builders typically use IVA per unit; volume builders pursue type approval to avoid per-unit testing.
  • Certificate of Conformity, VIN, registration & insurance: required before road-legal sale; DVSA checks lighting, mirrors, windscreen, seat belts, speedometer, and VIN.
  • An unmodified golf buggy is off-road equipment, only road-legal builds trigger the full obligations.

European Union & Australia

Mistakes That Sink New Builders

Patterns we see across hardware and vehicle plans, each one is a section the template forces you to address.

  • Skipping FMVSS 500 / LSV registration. Building units that can't be road-titled means dealers can only sell them for private property, collapsing your addressable market. Compliance belongs in the plan from day one, not after the first batch.
  • Underpricing against imports without protecting service margin. Chinese OEM units start near $2,200; you cannot win a price war on the base cart. Differentiate on customisation, street-legal packages, and aftermarket parts/service (50%+ margin).
