Used and stacked rigs trade far below newbuild cost, sometimes for $20 million to $100 million, but a cold-stacked unit typically needs $15 million to $40 million in reactivation and recertification spend before it can earn a day rate again, which is the number most first-time buyers underestimate.
What licenses does an offshore drilling company need in the US?
US operators need a Safety and Environmental Management System (SEMS) audited by an accredited Audit Service Provider, overseen by the Bureau of Safety and Environmental Enforcement (BSEE) under 30 CFR Part 250, plus well permits and, for new acreage, a lease and exploration plan approved by the Bureau of Ocean Energy Management (BOEM). Drilling contractors working under an operator's SEMS program must show their own safety program integrates with it.
