A hydraulic power unit (HPU), sometimes called a power pack, is a self-contained assembly — electric motor or engine, pump, reservoir, valves, filtration and controls — that generates and regulates pressurised fluid for a downstream machine. It is the addressable slice: how many machine builders, plant engineers and repair customers sit within economic delivery distance of your workshop, and how much of their annual HPU spend you can realistically capture. A business plan that leads with a $12.54 billion figure and stops there tells a lender nothing. Two trends are worth naming in the market section because they shape what customers ask for. The first is electrification and variable-speed drives: plants replacing older fixed-speed units with servo or variable-frequency-driven power packs that cut energy use and noise. The second is condition monitoring — sensors that track fluid temperature, pressure and contamination and feed a maintenance schedule. A shop that can build and service these smarter units, rather than only like-for-like replacements, positions itself on the growth side of the market and can justify a higher price. Neither trend removes demand for conventional hydraulics; both add a premium tier on top of it.
Three business models sit under the same keyword, and the plan has to commit to one as its core. The build-and-assemble shop designs and manufactures units to a customer's flow, pressure and duty specification — highest engineering value, longest sales cycle. The distribution model stocks standard power packs from established brands and sells on availability and support — lower margin, faster cash cycle. What is a hydraulic power unit and how does it work?
An electric motor (or diesel/petrol engine) drives a pump that draws fluid from a reservoir and pushes it out at pressure. A relief valve caps that pressure to protect the system; directional and flow-control valves route and meter the fluid to the actuator; filtration keeps contamination out; and a heat exchanger or cooler manages the heat that all that energy generates. Size everything to the load's flow (measured in gallons or litres per minute) and pressure (psi or bar), and you have a functioning HPU. Get the reservoir and cooling wrong and the unit overheats within an hour.
Is there enough demand to justify a new shop?
HPUs wear. Seals harden, fluid degrades, pumps lose volumetric efficiency, and accumulators lose their gas charge. Every installed unit is a future service ticket, and every machine builder needs a local partner who can turn a custom pack around in weeks rather than the months a large OEM quotes. Demand is not a question of category growth so much as installed base — the units already running in factories, ports and farms near you.
How long before it is profitable?
Repair revenue can be cash-positive within the first quarter because it needs little inventory and bills on completion. Build revenue lags — the first custom contracts take three to six months to design, quote, win and deliver. A blended shop typically reaches monthly breakeven somewhere between months 9 and 16, driven mainly by how fast the service book fills.
Do I need to be an engineer?
To build and certify units, yes — or you employ one. Fluid power is a discipline with real safety consequences at 3,000+ psi. Distribution and light service can start with strong technical sales and a good supplier relationship, but any plan that involves designing or CE/UKCA-marking units needs demonstrable engineering competence on the management team. Lenders look for it.

The single most under-budgeted item is the test stand. Selling a hydraulic power unit that has not been run under load and documented at pressure is a warranty claim waiting to happen. Standard, build-to-order power packs anchor the price ladder. Published pricing from custom builders puts a 2 HP unit around $3,498, a 5 HP unit at $4,928–$5,225, and 7.5–10 HP units at $6,468–$9,680; higher-horsepower portable packs run $9,595–$14,227 (Zeus Hydratech, 2025). Skid-mounted, multi-pump custom systems running above 3,000 psi easily reach $20,000 to $120,000 and beyond. Price is driven by flow and pressure, materials (steel versus aluminium reservoirs), degree of customisation, and brand of the internal components.
Margin structure varies sharply by activity. New builds typically earn 25–40% gross once components, labour and test time are costed properly. Repair and service — reseals, pump rebuilds, accumulator recharges, breakdown call-outs — earns 40–55% gross because the value is in diagnosis and speed, not parts. Straight distribution of finished units is thinner, often 15–25%. A blended shop that leans into service lands a net margin of roughly 8–18% after overhead.
A Worked Example
Take a four-person shop assembling 90 standard units a year at a $6,200 average sell price — that is $558,000 of build revenue. Add $180,000 of hose, repair and service revenue, and turnover is $738,000. At a 32% blended gross margin, gross profit is about $236,000. After rent, the owner-engineer's salary, one technician, insurance, and the finance cost of the test stand, net profit lands near $85,000–$95,000 — an 11–13% net margin in a stable second or third year. The lever that moves this most is the service mix: every point shifted from thin distribution into high-margin repair widens the whole business.
The recurring-revenue play is a planned maintenance contract: an annual agreement to inspect fluid condition, replace filters, test the accumulator's pre-charge, and log everything for the customer's own compliance file. It smooths cash flow, locks out competitors, and — because it is contracted and predictable — is exactly the kind of revenue that lifts a valuation if you ever sell. Build it into the model from year one.
A Leaner Starting Point
Not every founder starts with a full fabrication shop. A mobile-repair start-up — one engineer, a fitted-out van, a portable test kit and a modest seal-and-pump inventory — can open for well under $90,000 and reach cash-positive fast, because service bills on completion and carries no long design cycle. The trade-off is a ceiling: without a workshop and test stand you cannot take on custom builds or certify units, so average order value stays low. The common growth path is to run the mobile model for a year, use the service book to prove local demand, then finance the workshop and test stand once recurring contracts cover the fixed overhead. Modelling both a lean and a full-launch scenario in the plan gives a lender a clear picture of how you de-risk the ramp — and shows you have thought about the order of operations, not just the destination.
Whichever route you take, the operations section should show the build-and-test workflow end to end: specification capture, component sizing in software, assembly, run-in on the test stand at rated pressure, documented test certificate, and a compliance handover pack. That documented workflow is what lets you charge a premium over a competitor who ships an untested unit and hopes.

Machine-Building OEMs and System Integrators
These are your highest-value accounts. A press builder, a test-rig integrator or a special-purpose machine maker needs a power unit built to a precise specification, delivered to a production schedule, and documented for their own CE or UKCA file. They buy on engineering competence, on-time delivery and a clean technical handover pack, not on price. Win one and you often win a repeating stream, because they standardise on suppliers who make their compliance easy. The catch is the sales cycle: expect three to six months from first drawing to first order, and budget for the design time you will spend quoting before any of it is billable.
Plant and Maintenance Engineers
Factories, ports, quarries and utilities run installed hydraulic plant that fails, and when it fails the line stops. This buyer wants a fast, competent local partner for reseals, pump rebuilds, accumulator recharges and emergency replacement units. The trigger is a breakdown or a scheduled shutdown, and the deciding factor is response time. This is where your inventory strategy pays off — the shop with the right seal kit and a compatible pump on the shelf wins the profitable rush job. Mobile-Plant and Agricultural Operators
Contractors, hauliers and farms run PTO-driven and engine-driven power packs on tippers, cranes, log splitters and implements. Standards, Marking and Legal Requirements
Hydraulic power units are pressurised machinery, so compliance is not optional and it is not generic — it is specific to fluid power. United States

United Kingdom
- UKCA marking and a signed UK Declaration of Conformity under the Supply of Machinery (Safety) Regulations 2008 are required before a unit is placed on the market in Great Britain.

- PUWER 1998 covers safe use of the equipment in service, and the Pressure Systems Safety Regulations 2000 (PSSR) require a written scheme of examination for accumulators.
European Union & Export
- CE marking under the Machinery Directive 2006/42/EC, again supported by EN ISO 4413, is needed for the EU market.
- For accumulators, the Pressure Equipment Directive classification applies: where pressure × volume (PS × V) exceeds 200 you move into higher categories, and a Notified Body assessment (Class II) is required rather than self-declaration.

These are the errors that turn a promising HPU shop into a break-even one. Each maps to a section your plan should address directly.
- Quoting before you have the numbers. A price given before flow (GPM/LPM), pressure (psi/bar) and duty cycle are confirmed is a guess. Build a spec sheet into the sales process so no quote leaves without them.
- Skipping accumulator certification. Treating a gas-charged accumulator as "just a tank" ignores ASME Section VIII in the US and PSSR in the UK. It is the most common compliance miss and the most dangerous.
- Undersizing reservoir and cooling. A tank that is too small and a heat exchanger that is too weak cause overheating, fluid breakdown and warranty returns. The old rule of thumb — reservoir at least three times pump flow per minute — exists for a reason.
- Ignoring the electrical panel standard. A beautifully built hydraulic side wrapped around a non-compliant control panel fails inspection. UL 508A and NFPA 79 belong in the build checklist.
- Carrying too little inventory. The whole competitive advantage over a distant OEM is speed. Run out of a common pump or seal kit and the rush job — the profitable job — goes to a competitor.

Using the trade's own vocabulary precisely is a credibility signal to both engineers and lenders. These are the terms that come up most often when specifying and pricing a hydraulic power unit.
- Flow (GPM / LPM) — the volume of fluid the pump delivers per minute, in gallons or litres. Flow sets actuator speed; get it wrong and the machine runs too slow or too fast.
- Pressure (psi / bar) — the force the system can exert. Most industrial units run 1,500–3,000 psi; specialist and skid-mounted systems exceed 5,000 psi.
- Reservoir — the fluid tank. A common sizing rule is at least three times the pump's per-minute flow, to allow the oil to de-aerate and shed heat.
- Accumulator — a gas-charged vessel that stores hydraulic energy and smooths pressure spikes. It is legally a pressure vessel, which is why ASME Section VIII and PSSR apply.
- Relief valve — the safety device that caps maximum pressure and protects every downstream component.
- Filtration (micron rating) — how finely the system removes contamination; the single biggest driver of unit life. HYDAC and Parker filtration are common specifications.
- Duty cycle — how hard and how continuously the unit works. It determines cooling requirements and drives the choice between a fixed and a variable-speed drive.
- Power pack — the everyday name for a compact, self-contained hydraulic power unit, used interchangeably with HPU across most of the trade.
Anchoring quotes and specifications to these terms is also good risk management: a written specification that states flow, pressure, reservoir size, filtration rating and duty cycle removes the ambiguity that causes the disputes and warranty claims described earlier.
