Immigration officers are trained in legal compliance, not business. They look for specific regulatory criteria — marginality analysis for E-2, Matter of Ho compliance for EB-5, innovative/viable/scalable for UK Innovator Founder. Generic business plans fail these tests.
Visa-Specific Structure Required
An E-2 plan typically runs 35+ pages. An EB-5 plan 45–100 pages. An L-1 plan 20+ pages. An Innovator Founder plan 25–40 pages. Each has required sections that differ by visa type and cannot be interchanged.
Program Rules Change Frequently
