Where the Industrial Sector Stands in 2026

US manufacturing is a $2.95 trillion sector employing 12.7 million people, according to the National Association of Manufacturers, 2025. The more useful figure for a business plan is value added, because it strips out the cost of bought-in materials and shows what the sector itself creates. On that measure, US manufacturing value-added output reached $3.000 trillion at an annual rate in Q1 2026, up from $2.961 trillion in Q4 2025 (NIST Applied Economics Office, 2026).

That growth sits alongside a long, slow decline in relative share. Manufacturing accounted for 9.5% of total US GDP by value added in Q3 2025 and 9.4% in Q1 2026 (FRED, Federal Reserve Bank of St. Louis, 2026). Both things are true at once: the sector is getting bigger in absolute dollars and smaller as a proportion of the economy. A plan that opens with "manufacturing is booming" and a plan that opens with "manufacturing is in decline" are both cherry-picking. Lenders have seen both openings a thousand times.

Geography decides more than founders expect

Industrial output is not spread evenly, and where you site the operation changes your labour pool, your utility cost, and your permit authority. Texas leads on total value of manufacturing shipments at $808.0 billion, followed by California at $656.1B, Ohio at $374.0B, Indiana at $333.7B and Illinois at $319.6B (NAM, 2025). Chemical products is the largest subsector by value added, ahead of computer and electronic products, then food, beverage and tobacco.

Those rankings matter to a plan in a specific way. Siting a stainless fabrication cell in Indiana puts you inside an existing supplier ecosystem: your machinists already exist, your steel service centre is 40 minutes away, and the local authority has permitted a hundred shops like yours. Siting the same cell in a state with thin industrial density means you carry the cost of training your own workforce and freighting your material further. Neither is wrong. Only one of them is honest about the number in the operations budget.

In the UK, the equivalent structural question is B2 general industrial use planning consent and whether your process crosses the threshold into a Part A(1) installation regulated by the Environment Agency rather than a Part B installation regulated by your council. That single classification changes your permit fee by roughly double and is covered in the permits section below.

What the sector rewards right now

Three things separate industrial ventures that raise money in 2026 from those that do not. First, domestic capacity: policy and procurement have both shifted toward onshore supply, and the SBA has attached real money to that preference (see the financing section). Second, short-run and mixed-batch capability, because OEMs are shrinking order sizes and paying for flexibility rather than volume. Third, documented quality systems. A plan that names its intended certification path and budgets for it reads as operator-grade. A plan that says "we will pursue quality certifications" reads as a template.

Questions Founders Ask First

These are the questions that come up in the first consultation, more or less verbatim, and they mirror what people are typing into search before they ever open a template. Short answers here; each one is expanded further down the page.

What should an industrial business plan include?
Beyond the standard sections, an industrial plan needs four things a generic template will not prompt you for: a machine-hour capacity model showing billable hours and assumed utilisation; a permitting schedule with the approval on the critical path and its lead time; a bill-of-materials cost structure with a named supply route; and a funding ask benchmarked against comparable loans in your NAICS code. Miss any of those and a credit analyst will find the hole in the first fifteen minutes.
How much does it cost to start an industrial business?
A commercial-grade industrial or machining operation at moderate production typically needs $150,000 to $300,000, covering machinery, tooling, software and initial operating expenses. A home-based or light-assembly start can run as low as $50,000, while a commercial facility with several advanced machines takes $500,000 or more (Wexford, 2025). Are industrial businesses profitable?
Profitable, yes. Highly profitable, rarely. Diversified manufacturers commonly run a 4% to 9% net profit margin, and discrete manufacturing sits at roughly 20-40% gross, 5-12% operating and 4-10% net (Cleverence, 2025). The money in industrial businesses is made on asset utilisation and enterprise value at exit, not on headline margin.
Do I need an environmental permit to run an industrial facility?
In the UK, very likely: an "installation" for permitting purposes covers ordinary businesses including a furniture factory or a food factory, not just heavy chemical plants (GOV.UK). In the US it depends on emissions: a Title V operating permit applies to major sources emitting 100+ tons per year of any pollutant or 10+ tons per year of any single hazardous air pollutant (US EPA). In Ontario, nearly all industrial facilities need an Environmental Compliance Approval.
Can you get an SBA loan for a manufacturing business?
Yes, and manufacturers currently get better terms than almost anyone else. Approval rates for manufacturing run in the 65-75% range, above the all-industry average, because equipment is strong collateral and long-term contracts make revenue predictable. Guaranty fees are fully waived on all 504 loans and on 7(a) loans up to $950,000 for manufacturers through 30 September 2026 (PeerSense, 2026). Details in the financing section.

What It Costs to Stand Up an Operation

Industrial startup budgets have the widest spread of any sector we write plans for, because "industrial" covers a founder assembling control panels in a leased unit and a founder commissioning a five-axis cell. The honest range is $50,000 to $500,000+ (roughly £40,000 to £395,000), and the position within that range is set almost entirely by one decision: new machinery or used.

New CNC machines run $100,000 to $300,000. Used equipment for a basic setup runs $30,000 to $50,000. Measurement tools and workholding add another $10,000 to $30,000 on top of either path (ENCY CAD/CAM, 2025). A founder who buys used and leases 2,000 square feet is in business for under $120,000. The same founder buying new is at $340,000 before the first chip is cut. Both plans are fundable. Only one of them needs to explain why.

Line-by-line budget

  • Primary production machinery: $30K used to $300K new (£24K–£237K). The single biggest swing factor in the whole budget.
  • Tooling, workholding and metrology: $10K–$30K (£8K–£24K). Chronically underbudgeted. Founders cost the machine and forget that a machine with no fixtures produces nothing.
  • Facility lease and fit-out: $3,000–$10,000 per month for a dedicated facility, so $36K–$120K on a 12-month commitment (£28K–£95K).
  • Three-phase power, compressed air, extraction: $15K–$80K (£12K–£63K). Get a utility quote before you sign a lease, not after. A cheap unit with a 30-week supply upgrade is not cheap.
  • Environmental permitting and consultant fees: $8K–$60K in the US; in the UK, roughly £4K for a standard rules permit or from £8K for a bespoke one.
  • CAD/CAM and shop-floor software: $300 to $2,000+ per seat for paid packages offering better toolpath control and faster workflow.
  • Raw material and initial work-in-progress inventory: $12K–$75K (£9K–£59K).
  • Working capital to break-even: $40K–$220K (£32K–£174K). This is the line that kills shops. See below.

The working capital line is not padding

A dedicated facility carries roughly $6,000 rent plus $1,800 utilities, or $7,800 a month before labour and materials. Loaded up with staff, monthly fixed costs of around $10,800 plus $26,250 of payroll are realistic for a small commercial shop (Financial Models Lab, 2025). That is roughly $37,000 a month going out before a single invoice is paid.

Now layer in the permit. If your air permit application takes 2-3 months for the state to issue and you cannot pour footings until it is finalised, your first revenue is not in month 2. It is in month 6 or 7. Six months of $37,000 is $222,000 of working capital, which is more than the machine in most budgets. Founders who model 90 days of runway and a 90-day launch are modelling a business that runs out of money in the same week its permit arrives.

Equipment, Tooling & Supplier Strategy

Most industrial plans list equipment as a shopping list and stop. The stronger move is to show that you know how you will buy, not just what. Distributor choice is a real cost-of-goods lever, and the four national players in the US are not interchangeable.

Capital equipment checklist

  • Primary machining centre or press: $20,000 for a basic entry-level CNC lathe up to $100,000+ for a 5-axis mill; $100K–$300K for a new multi-machine specification.
  • Secondary operations: saw, deburr station, welding bay. $8K–$35K depending on process.
  • Workholding and fixtures: vices, chucks, soft jaws, custom fixtures. $6K–$20K.
  • Metrology: calipers, height gauge, surface plate, and eventually a CMM. $4K–$30K. The CMM is what lets you quote regulated work.
  • Material handling: pallet truck, jib or gantry crane, racking. $5K–$40K.
  • Compressed air and extraction: compressor, dryer, mist collector, LEV. $10K–$45K, and the LEV is a compliance item in the UK, not an optional extra.
  • Software: CAD/CAM at $300 to $2,000+ per seat, plus quoting and job-tracking.
  • Safety and PPE infrastructure: machine guarding, lockout/tagout, eyewash, first aid. $3K–$12K.

Which distributor, and why it belongs in the plan

These four names cover most of the consumable and MRO spend in a US industrial operation, and each has a different reason to be in your supply chain (Machrio MRO supplier comparison):

Airgas is the fifth name worth having in the plan if you weld, and Winsupply if you are building out utilities. The practical point for the operations section: Fastenal's vending model turns consumable spend from a purchasing task into a metered utility, which is worth real money in a small shop where the owner is also the buyer. MSC's pricing has been under active reset (Modern Distribution Management), which means quoted consumable costs from two years ago should not be pasted into a 2026 forecast.

A plan that names its distributors and explains the choice tells a lender you have run a shop. A plan with "we will source materials from reputable suppliers" tells them you have not.

How the Money Is Actually Made

Industrial businesses sell machine hours. Everything else in the revenue model is a consequence of that. You can dress it up as parts, assemblies or contracts, but the underlying unit is an hour of capacity on an asset you have already paid for, and your margin is decided by how many of those hours you sell.

Discrete industrial work is quoted one of two ways: a machine-hour shop rate, commonly $75 to $135 per hour in the US depending on the machine and the region, or cost-plus on a bill of materials. Contract manufacturers typically run cost-plus and land at mid-20s to around 30% gross margin, on average revenue of roughly $11 million a year (Starter Story, 2025).

The margin stack, and why founders get it wrong

Manufacturing subsectors average 33.6% gross margin, 18.3% EBITDA/sales and 7.2% net profit margin (Manufacturing Financial Benchmarks, 2026). Discrete manufacturing specifically runs gross margin around 20-40%, operating margin around 5-12% and net margin around 4-10% (Cleverence, 2025).

Commodity and price-taker segments, including basic plastics, some metals and contract machining, sit at the bottom of those bands, particularly when raw material prices swing. Specialty, engineered or branded producers such as medical devices and industrial controls land higher, because pricing power, intellectual property and service layers all defend margin. Where your business sits on that spectrum is the single most important sentence in your revenue section, and it should appear on page one, not page twenty.

A worked example: the two-machine cell

Numbers a lender can check, on a small stainless fabrication cell running one shift:

  • Capacity: 2 machines × 1,700 billable hours per year = 3,400 hours. That already assumes roughly 68% utilisation against a nominal 2,500-hour single shift, which is realistic rather than optimistic.
  • Revenue: 3,400 hours × $95 blended shop rate = $323,000.
  • Materials and consumables at 34%: $109,820. Gross contribution $213,180.
  • Labour: one machinist at the BLS May 2025 median of $58,750, plus 28% burden = $75,200.
  • Occupancy: $6,000 rent + $1,800 utilities per month = $93,600 a year.
  • Insurance, software, permit subsistence: $27,000.
  • Operating profit: $17,380 on $323,000 = 5.4%.

That 5.4% sits at the bottom of the 5-12% operating band, and it is deliberately a tight example, because that is what a two-machine shop at 68% utilisation looks like. Push utilisation to 80% and the extra 600 hours flow through at close to gross margin, because rent and the machinist do not change. Revenue goes to $380,000 and operating profit roughly triples. Drop to 55% and the business loses money. The entire model lives on one variable, which is why "utilisation" belongs in your executive summary and "we will grow revenue 40% annually" does not.

Labour costs, from the actual wage data

After materials, people are the largest line. Use the real figures rather than a guess. The median annual wage for industrial production managers was $121,440 (BLS Occupational Outlook Handbook, May 2025 OEWS). Machinists reached a median of $58,750 in May 2025, up 7.9% year-over-year from $56,150, the strongest growth among major skilled production trades (BLS, 2025). Production occupations overall had a median annual wage of $45,960 against $49,500 for all occupations (BLS OEWS Table 1, May 2025 release).

Read that 7.9% machinist increase as a forecasting instruction. It is the market pricing a shortage. If your five-year model holds machinist wages flat, or grows them at 2%, the plan is already wrong in year two and every lender who works this sector knows it. Build in the wage curve and explain how utilisation or automation absorbs it. That single paragraph does more for credibility than any amount of market-size prose.

SBA Financing for Manufacturers

This is the part of the page that is worth the most money to a US founder, because there is a policy window open right now and it closes on a date.

Manufacturing companies see above-average SBA approval rates, typically 65-75%, for reasons that are structural rather than sentimental: equipment serves as strong collateral, long-term contracts make revenue predictable, and the sector has historically had lower default rates than services businesses (Crestmont Capital, 2026). In FY2025 the overall average 7(a) loan across all industries was $477,571 (Crestmont Capital, 2025).

Two programmes worth restructuring your plan around

The SBA has fully waived guaranty fees on all 504 loans and on 7(a) loans up to $950,000 for manufacturers through 30 September 2026. Separately, the Manufacturers' Access to Revolving Credit (MARC) programme launched in October 2025, offering up to $5 million in revolving credit exclusively to domestic manufacturers (PeerSense). Two consequences for your plan. First, a revolving facility solves the working-capital problem described in the costs section far better than a term loan, because raw material purchasing is lumpy and a term loan is not. If MARC is in your funding section, your cash flow statement should show the revolver being drawn and repaid against material buys, not sitting as a lump. Second, the fee waiver has an expiry, so a plan that reaches a lender in Q1 2026 is worth measurably more than the identical plan reaching them in Q4. That is a scheduling argument, and it belongs in your milestones.

Size the ask against your NAICS code, not your hopes

The most common correction we make to industrial funding sections is the size of the ask. Lenders have comparables. Average SBA loan sizes by NAICS code, from PeerSense's NAICS-level SBA data:

The spread between $321K and $827K across four codes that all sound like "metal stuff" is the point. Heavy-gauge tank work needs more asset than can-making, and the loan book reflects it. Find your code, find the comparable, and if your ask is double the average, the plan needs to explain why in the first paragraph of the funding section rather than leaving the analyst to wonder. Permits, Approvals & the Schedule They Impose

Permitting is where industrial plans quietly fail. Not because founders ignore it, but because they put it in the compliance appendix instead of the critical path. An approval that takes three months and blocks construction is not a compliance item. It is your launch date.

United States

Air permitting is administered by the EPA, though most states have been delegated authority to oversee and implement the regulations, so your counterparty is usually a state agency. Applicability depends on your location, facility type and size, and the processes involved (U.S. Compliance).

  • Clean Air Act Title V Operating Permit. Applies to stationary sources: industrial and commercial facilities. The threshold for a major source is 100+ tons per year of any pollutant, or 10+ tons per year of any single hazardous air pollutant. The permit identifies and incorporates every Clean Air Act requirement applicable to your facility (US EPA).
  • New Source Review (NSR). Covers construction of new stationary sources of air pollution and modifications that increase emissions (US EPA permit programs).
  • OSHA general industry standards. No permit fee, but machine guarding, lockout/tagout, PPE and recordkeeping all cost money and all apply from your first employee.
  • State and local: business licence, EIN, fire marshal sign-off, and zoning for industrial use.

The timeline is the finding. Paperwork must be finalised early in facility planning, before you break ground, typically prior to starting construction on permanent fixtures such as footings and buildings. The rule of thumb is to submit air permit application packages at least six months prior to commencing construction. Consultants can prepare routine packages in 1-2 weeks and state agencies issue those permits in 2-3 months, but complex packages can take consultants several months to prepare and some applications take agencies up to six months to issue. On fees, there is no national figure: Minnesota, for example, prices permits on a points system multiplied by $285 (Minnesota Pollution Control Agency). Budget the consultant, not the fee.

United Kingdom

The UK definition of an "installation" is broader than most founders expect. It covers an industrial facility, manufacturer or other business producing potentially harmful substances, and the government's own examples include a furniture factory, a food factory, a dry cleaners and a petrol station, not just a landfill or a refinery (GOV.UK). If you are making things in the UK, assume you need to check.

  • Who regulates you: Part A(1) installations are regulated by the Environment Agency. Part A(2) and Part B installations are regulated by your local authority. This classification, not your size, sets your cost.
  • Determination time: the regulator normally takes up to 13 weeks to determine an application, and charges both for determining it and for ongoing regulation of the permit.
  • Standard rules permit: base application fee around £4,000, plus roughly £1,200 for each additional survey submitted or required.
  • Bespoke permit: application fees start around £8,000, again plus ~£1,200 per additional survey assessed.
  • Ongoing: annual subsistence fees run at approximately 40% of the application fee. The Environment Agency's hourly rate is £103.80 (GOV.UK environmental permitting charges guidance).
  • Order of operations: permits can be applied for before or after planning permission, but you should check whether your specific proposal requires a particular order. Waste-related activities will not be permitted unless appropriate planning permission is already in place (Planning Portal).

An annual subsistence fee at 40% of an £8,000 bespoke application is £3,200 every year, forever. That is a permanent operating cost, and it should be in your P&L from year one rather than appearing as a surprise in year two.

Canada (Ontario)

An Environmental Compliance Approval (ECA) is the permission that lets a business operate a facility with environmental controls in place. Activities requiring one are described under the Environmental Protection Act 1990 and the Ontario Water Resources Act 1990, and cover emissions relating to air, noise and vibration, transportation, management or disposal of certain waste types, and sewage works. Nearly all industrial facilities in Ontario require one (Government of Ontario).

The timeline is the headline: the ministry advises planning a pre-submission meeting at least nine months before submitting your ECA, and complex approvals are often received in less than a year. A founder planning an Ontario launch on a six-month runway has a problem that no amount of financial modelling will solve. The ministry's application guide sets out the general requirements.

Whichever jurisdiction you are in, the plan should carry a permitting Gantt row with a named approval, a named authority, a lead time and a dependency. That one row is worth more to a credit committee than three pages of market commentary.

Five Ways Industrial Plans Get Rejected

We have redrafted enough of these to know where they break. In every case the underlying business was viable. The document was what failed.

1. Budgeting the machine but not the machine-hour

The plan costs a $180,000 machining centre to the dollar and then quotes a shop rate that never loads depreciation, machine burden or realistic utilisation. The forecast shows a 30% net margin in a sector that runs 4-10%. An analyst who has seen the benchmark data does not argue with you about it. They just decline. Model the machine hour: nominal hours, assumed utilisation, burden per hour, then the rate.

2. Treating permitting as paperwork

NSR must be finalised before footings go in, and the guidance is to submit air permit packages six months before construction begins. The Environment Agency takes up to 13 weeks. Ontario wants a pre-submission meeting nine months out. A plan with a 90-day launch timeline and an unresolved permit dependency is not an optimistic plan. It is an unfinished one.

3. Sizing the ask off gut feel

Average SBA loan sizes vary from $321K to $827K across four adjacent metal-fabrication NAICS codes. Lenders know their book. Asking for $900K in a code that averages $367K is not ambitious, it is unbenchmarked, and it invites the reviewer to check every other number in the document.

4. Missing the financing window

Guaranty fees are fully waived on 7(a) loans up to $950,000 for manufacturers only until 30 September 2026, and MARC gives domestic manufacturers up to $5M of revolving credit. Founders who do not know these exist end up financing equipment on merchant cash advances at rates that break the model. The programme knowledge is worth more than the plan's prose.

5. Single-customer concentration, unaddressed

One OEM at 60% of forecast revenue reads as a credit risk to every lender who opens the file, and no five-year forecast survives that customer re-shoring the work or re-tendering. You do not need to have solved concentration on day one. You do need to name it, quantify it, and show the second and third customer in the pipeline with dates. A plan that admits its own biggest risk is treated as more credible than one that pretends the risk is not there. That is not a presentation trick. It is just how credit committees read.

New CNC machines run $100,000-$300,000 while used equipment for a basic setup runs $30,000-$50,000, with tooling and metrology adding $10,000-$30,000 either way. Buying used gets you into business for under $120,000 including a small lease; buying new puts you at roughly $340,000 before you cut anything. Both are fundable. Used is usually right when you are proving demand; new is easier to defend when a specific OEM contract requires the tolerance or the capacity, in which case name the contract in the plan.
How much working capital does an industrial launch need?
Size it to the month of first revenue, not the month you open the doors. A small commercial shop carries roughly $6,000 rent plus $1,800 utilities monthly before labour, and around $10,800 of fixed costs plus $26,250 of payroll once staffed, so approximately $37,000 a month goes out before an invoice is paid.
