What the Business Support Services Numbers Actually Say

Business support services has a precise statistical definition, which means you can write a plan with real numbers in it instead of adjectives. In North America it is NAICS 5614: contact centres and telephone answering, telemarketing, document preparation, business service centres and private mail handling, collection agencies, credit bureaus, court reporting, and the catch-all of outsourced administrative support. The UK equivalent sits inside SIC section N.

Measured globally and broadly, the sector was worth $671.76 billion in 2025 and is forecast to reach $989.81 billion by 2030 at an 8.1% compound annual growth rate (The Business Research Company, 2026). That 8.1% figure is corroborated independently in a separate forecast running to 2029 (openPR, 2026). Narrow the definition to the US NAICS 5614 code alone and the addressable market is around $250 billion growing at 5.2%, spread across 22,842 establishments employing 781,173 people (Grata, US Census data).

Divide those two Census figures and you get the most useful number on this page: average revenue per establishment of roughly $10.9 million at an average headcount of about 34. Four firms dominate the top end while tens of thousands of sub-$2M operators share the rest, which is the kind of structure a focused new entrant can enter.

The UK picture is larger than most founders assume: administrative and support service activities turn over £376.4 billion a year across 495,275 businesses employing about 3.1 million people (Sectorial, 2026), and the sector repeatedly led UK services output through 2025, including the single largest positive contribution in the fourth quarter at 1.2% (ONS Index of Services, December 2025).

The counter-signal your plan should address, not hide

Growth here is not evenly distributed, and a plan that pretends otherwise reads as naive to anyone who underwrites for a living. In December 2025, administrative and support service activities had the highest proportion of any UK industry reporting falling turnover, at 38% (ONS Business Insights, January 2026). Aggregate output rose while more than a third of individual firms went backwards.

Both facts are true because this sector reprices constantly. Contracts are annual or rolling and generic capacity is substitutable. The firms losing turnover sell hours; the firms gaining it sell a named outcome inside a named vertical. A reviewer who has seen fifty support-services plans has seen forty-nine that said "small and medium-sized businesses", and will remember the one that said "revenue-cycle follow-up for independent dental groups with three to twelve locations".

Automation is the other force to address directly. It compresses the price of pure transcription and first-line triage while raising the value of exception handling and judgement. Your plan should state which side of that line your service sits on.

For a narrower read on a single sub-segment, our BPO business plan template covers the seated-delivery model in more depth, and the virtual bookkeeping business plan template covers the finance-support model.

Three Different Businesses Share This One Label

Here is the mistake that sinks most plans written against this keyword. "Business support services" is an umbrella over at least three businesses with different capital needs, margins, licensing exposure and buyers. Average across all three and the funding ask ends up contradicting the compliance section. Pick one as your core, name the others as expansion, and the plan becomes coherent.

Dimension A. Remote back-office practice B. Contact centre / answering C. Regulated or records-heavy
What you sell Bookkeeping, payroll admin, inbox and diary, CRM hygiene, reporting packs Live answering, overflow and after-hours cover, inbound triage, scheduling, outbound follow-up Third-party collections, document preparation, records management, mail handling, court reporting
Capital to launch $9K–$28K (£7K–£22K) $45K–$130K remote-first; $185K–$640K if you build seats $120K–$450K, most of it licensing, bonding and systems before the first invoice
Pricing shape Monthly retainer or fixed scope; $38–$95/hr equivalent Per minute ($1.75–$5.40) or per seat hour ($24–$45 onshore) Contingency percentage on recoveries, or per unit processed
Typical gross margin 45–60% 32–42% Highly variable; recovery rate drives everything
Licensing load Minimal in the US; UK bookkeeping lines need HMRC AML supervision Moderate: FTC Telemarketing Sales Rule and Do Not Call access if you dial out; TPS screening in the UK Heavy: licences in roughly 45 US states plus surety bonds; FCA authorisation in the UK
Time to first revenue 3–8 weeks 6–16 weeks 6–14 months, licensing-gated
Hardest constraint Founder capacity; the practice stalls at the owner's own billable ceiling Forecasting and scheduling; you pay for coverage whether calls arrive or not Compliance tail risk; one statutory breach can exceed a year of profit
Exit comparables 3–5x EBITDA, higher with recurring contracts and low concentration 4–7x EBITDA at scale; seats and certifications are the asset Licences and the contract book are the asset; buyers pay for the permissions

Capital bands, margin bands and exit multiples are Avvale planning composites built from the cited rate and cost sources on this page plus our own client engagements. Pricing figures are sourced in the pricing section below.

One further distinction belongs in writing: whether you are a staffing business or a service business. If the client directs the work and you supply the person, you are closer to staffing, which in the UK pulls you under the Conduct of Employment Agencies and Employment Businesses Regulations 2003 and in the US changes your worker-classification exposure. Own the output and the method and you can price on outcome, which is worth more per pound of revenue. Our payroll administration business plan template works through the staffing-adjacent version.

What It Costs to Stand One of These Up

Capital requirement here is driven by two choices: whether you put people in a building, and whether your service line needs a licence before you can invoice. Everything else is noise. A remote finance-support practice can be trading inside a month on under $15,000. A licensed collections desk can spend $300,000 and eighteen months before the first recovery lands.

Line-by-line, before you commit to a model

  • Entity formation, registered agent, bank account, insurance binders: $900–$4,200 (£450–£2,600). UK incorporation itself is £50 at Companies House.
  • Professional indemnity / errors and omissions, plus cyber liability, year one: $1,800–$9,500 (£1,100–£7,200). Enterprise clients now require evidence of cyber cover before signing.
  • Delivery stack (ledger, ticketing, telephony, time tracking, payroll): $2,400–$14,000 per year (£1,900–£11,000), itemised with real prices further down this page.
  • Recruiting, onboarding and paid training of the first delivery cohort: $3,500–$46,000 (£2,700–£36,000). The paid-training line is the one founders forget: nobody is billable in week one, and in a contact-centre model nobody is billable for three to five weeks.
  • Brand, website, proposal collateral and two reference case studies: $1,500–$12,000 (£1,200–£9,500).
  • Licensing, bonding and compliance set-up: $0 for a general back-office practice, up to roughly $118,000 (£92,000) for a multi-state collections operation.
  • Seat build-out (desks, headsets, redundant circuits, UPS, access control): $0 remote, up to $195,000 (£152,000) for a 25-desk floor.
  • Working capital to bridge client payment terms: $6,000–$240,000 (£4,800–£188,000). The line that decides whether you survive year one.

The receivables gap is the real startup cost

Here is the arithmetic almost no template forces you to confront. You pay delivery labour weekly or fortnightly. Corporate clients pay on 45 to 90 day terms, and a procurement department will treat your 30-day invoice as a suggestion. That mismatch means a support firm consumes cash while growing profitably.

Work it through. Bill $60,000 in a month at a 45% gross margin and $33,000 of delivery cost leaves inside that month while the $60,000 arrives roughly 60 days later. Add $12,000 of fixed overhead and your net cash position is minus $45,000 for a profitable month. Grow 10% next month and the hole gets bigger, not smaller. At steady state you need roughly two months of delivery cost plus overhead sitting in the account permanently.

So put a receivables bridge in your plan showing monthly billings, cash collected and the resulting trough, and name the peak funding requirement. Lenders here have been burned by profitable support firms that ran out of money, and showing you understand the mechanism beats any revenue chart.

Funding routes that fit the asset

The asset here is a contract book and a trained team, with almost no collateral, which shapes what finance is available.

  • SBA 7(a) (US): the default route, most often used to acquire an existing support desk rather than start cold. Detail in the next section.
  • Start Up Loans (UK): up to £25,000 per founder at 6% fixed with free mentoring, and each founder can apply, so a three-founder team can reach £75,000.
  • Invoice finance and factoring: structurally the best fit, because it funds the actual problem (receivables timing) rather than making you borrow against a building you do not own. Expect a 70–90% advance against approved invoices.
  • Revenue-based finance: works once you have six months of low-churn recurring retainers, and it does not dilute. Equity is rarely right here: a third of a 20%-net-margin business is expensive working capital.
  • Client-funded launch: quietly common. One anchor contract signed before launch funds the first cohort. It works, but see the concentration warning below, and never present it to a lender as if the risk were not there.

What SBA Lenders Actually Fund in This Sector

If you are raising in the US, this is the part of your plan that gets read closest. Administrative and support services is a well-travelled SBA 7(a) category, not an edge case.

In fiscal year 2024, administrative and support and waste management and remediation services took 4,166 7(a) approvals, 5.9% of all loans issued, worth $1.4 billion. Across fiscal years 2021 to 2025 combined the same category accounts for 15,861 loans worth $6.9 billion, holding that same 5.9% share (LoanTape SBA 7(a) data). The programme-wide average 7(a) loan size in fiscal 2025 was $497,789, with the all-programme average at $477,571.

What that data implies for how you write the plan

The average approval of roughly half a million dollars sits well above the cost of launching a remote back-office practice and well below the cost of a 25-seat floor. That gap says the typical funded transaction here is not a cold start but an acquisition, partial buyout or expansion, because lenders prefer cash flow they can see. Starting cold, size the ask to the working-capital trough and show the trough. Acquiring, lead with the seller's trailing twelve months, client concentration and post-transition retention risk, in that order.

  • Three years of projections, monthly for year one. Annual-only projections get sent back.
  • A debt service coverage ratio of at least 1.25x in every projected year, calculated and shown, not left for the lender to work out.
  • Client concentration disclosed as a table. Revenue by client as a percentage. Hiding it does not work; they will ask.
  • Contracted versus pipeline revenue separated. Signed contracts and speculative pipeline in one line item is the fastest way to lose credibility.
  • Named use of funds tying each dollar to a line in your cost breakdown, with the working-capital portion justified by the receivables bridge.
  • Personal guarantee and injection expectation: plan for a 10% equity injection, and expect a personal guarantee from any owner above 20%.

Our bespoke business plan service builds the SBA-formatted narrative and the five-year model together, because the two documents have to agree line for line.

Pricing, Margin and the Arithmetic That Decides Both

Published rates in this sector are unusually transparent, so you can build a defensible pricing section rather than asserting a number.

Pricing model Observed market rate Where it fits
Hourly, offshore delivery $8–$25/hr Volume admin, data work, first-line triage
Hourly, US-based delivery $20–$75/hr (most commonly $15–$30) Client-facing work, regulated or accent-sensitive lines
Monthly answering retainer $137–$325 entry; $400–$900 at realistic volume Professional practices, trades, clinics
Per-minute answering $1.75–$5.40 per minute Spiky, unpredictable call volume
Dedicated remote FTE From about $7/hr all-in, roughly $1,120/month full-time Clients who want a named person, not a pool
Per seat hour, onshore $25–$45 all-in Contact centre programmes, enterprise buyers
Per seat hour, offshore $8–$20 all-in Volume programmes with tolerance for time-zone handover
Nearshore loaded agent hour $12–$18 (published, Caribbean and Colombia) The benchmark to price your own cost base against

Sources: OnceHub, 2026 · HiveDesk BPO pricing guide, 2026 · CallForce Global · MyOutDesk, 2026

The 24/7 premium, because it is almost always underpriced

Round-the-clock coverage prices at 2.4 to 2.7 times the single-shift rate, not twice it (CallForce Global). The extra comes from shift-overlap staffing, unsocial-hours premiums and the supervision you still fund at 3am when volume does not justify it. Founders quote 24/7 at double the day rate, win the contract, then discover the overnight shift is where the margin went. If you promise 24/7, price it at 2.5x and say why.

Billable hours per seat: the number everyone gets wrong

There are 2,080 working hours in a full-time year. That is a payroll figure and it does not belong in a revenue model. Training, annual leave, sickness, coaching, team meetings, system outages and unstaffed gaps take 10% to 18% out of it, so real billable utilisation lands between 1,700 and 1,900 hours per seat per year in a well-run operation.

The sensitivity is brutal. Model 2,080 and you forecast revenue 15% higher than you will collect while your cost base is unchanged. On a 37% gross margin that error swings operating margin by roughly thirteen percentage points. Use 1,800, show the shrinkage assumption explicitly, and sensitivity-test at 1,700.

Worked example one: managed agency, six contractors

  • Six contractors, each delivering 120 billable hours per month
  • Billed to clients at $38 per hour; contractors paid $19 per hour
  • Monthly revenue: 6 × 120 × $38 = $27,360 (annualised $328,320)
  • Delivery cost: 6 × 120 × $19 = $13,680 · Gross profit $13,680, a 50.0% gross margin
  • Overhead: owner draw $4,500, software $780, insurance $220, demand generation $1,900, admin $600 = $8,000
  • Operating profit: $5,680 per month, $68,160 per year, a 20.8% net margin

Note the sensitivity. Drop the bill rate from $38 to $34 and operating profit falls to $2,800 a month: a 51% fall in profit from a 10% fall in price. In a 50%-gross-margin business, discounting is a solvency event, not a growth tactic.

Worked example two: twelve-seat nearshore support desk

  • Billed at $24 per seat hour, deliberately under the $25–$45 onshore band
  • Loaded cost of $15 per seat hour, inside the published $12–$18 nearshore band
  • 1,800 billable hours per seat per year after training, leave and shrinkage
  • Revenue: 12 × 1,800 × $24 = $518,400
  • Delivery cost: 12 × 1,800 × $15 = $324,000 · Gross profit $194,400, a 37.5% gross margin
  • Overhead: team lead, QA analyst, workforce management, telephony, facility and insurance = $118,000
  • Operating profit: $76,400, a 14.7% net margin

Both examples are Avvale composites. The bill rates, loaded costs and rate bands come from the cited sources above; the overhead figures and utilisation assumptions are our own planning defaults for this sector.

Client concentration: the discount nobody warns you about

Lenders and acquirers apply a haircut to revenue concentrated in a few clients. The working threshold is roughly a quarter: once a single client exceeds about 25% of the book, that revenue is underwritten at a discount, because losing it is an existential event rather than a bad quarter. A $1 million firm with one 40% client is frequently valued closer to a $700,000 firm. Which makes the diversification plan a financial document, not a marketing one: show the current distribution, the target distribution, and the specific acquisition activity that closes the gap, including how many clients at what average value.

Five revenue mistakes we see repeatedly in this sector

  • Selling hours instead of outcomes. Hours invite comparison shopping and get repriced annually. Outcomes do not benchmark cleanly, which is the point.
  • Pricing from your cost base upward. Cost-plus caps you at whatever delivery happens to cost. Price against the client's alternative instead.
  • No minimum commitment. Month-to-month retainers with no notice period leave you carrying all the capacity risk. Three-month minimums with 30-day notice thereafter is the standard that holds.
  • Scope creep priced at zero. Support work expands by default. Define scope in units, not adjectives, and put an overage rate in the contract.
  • Forgetting the onboarding fee. Month one of any engagement is loss-making: discovery, documentation, system access, shadowing. Charge a setup fee or fund it out of margin forever.

Licences, Registrations and the Compliance Fork

There is no such thing as a "business support services licence" in any jurisdiction. Obligations attach to the specific activity, not the NAICS code, which is why two firms with identical company descriptions can have wildly different compliance costs. Work out which of these apply before you finalise the funding ask, because some are expensive and slow.

United States

  • General back-office support: state entity registration, EIN, local business licence where applicable. No sector-specific licence; this is the cheap path.
  • Third-party debt collection: roughly 45 states require a licence or registration, and 37 require a licence, registration or bond before you may collect. Surety bonds run $5,000 to $300,000 by state, median statutory bond $10,000 across the 38 states that set one, with premium at 1–5% of face value annually. Examples: Connecticut $25,000, Florida $50,000, Texas $10,000, Washington and New Mexico $5,000 (GetLicenseMap, 2026).
  • FDCPA and Regulation F: federal conduct rules on contact frequency, time of day, validation notices and record retention. A compliance cost rather than a fee, but the per-violation exposure is real (Tratta).
  • Outbound calling, FTC Telemarketing Sales Rule (16 CFR 310): you must buy access to the National Do Not Call Registry. For fiscal year 2026, from 1 October 2025, the fee is $82 per area code of data, or $22,626 for the entire registry, whichever is less. The first five area codes are free (Federal Register, August 2025).
  • Telephone Consumer Protection Act: governs automated dialling and SMS consent. Damages are statutory and per call, making this the largest tail risk in any outbound programme. Put consent capture in the operations section.
  • Document preparation lines: several states register non-attorney preparers separately. California requires Legal Document Assistants to register with the county clerk and post a bond. The risk being managed is unauthorised practice of law, so your scope definition is itself a compliance artefact.
  • Mail handling: a Commercial Mail Receiving Agency must collect USPS Form 1583 from every customer before accepting their mail. No fee, no exceptions.
  • Worker classification: the contractor-heavy delivery model standard in this sector is the single biggest audit exposure. State ABC tests are stricter than the federal economic-reality test and reassessments reach back years. Budget for a classification review, not just a template contract.

United Kingdom

  • Incorporation and tax: Companies House at £50 online, then HMRC for corporation tax, PAYE and VAT once over the threshold. Usually done within ten days.
  • Debt collection or debt administration: requires FCA authorisation. Debt collectors and purchasers sit in Pricing Category 5; FCA application fees span £280 at category 1 to £225,170 at category 10. Budget six to twelve months for a complete application, since incomplete ones are the usual cause of delay (FCA · application fees).
  • ICO data protection fee: three tiers at £52, £78 and £3,763, set by headcount and turnover. Most new support firms pay £52 or £78 (ICO guide to the data protection fee).
  • UK GDPR processor obligations: a support firm is almost always a processor, not a controller, which means a written Data Processing Agreement with every client, documented sub-processor flow-down to any offshore pod, and a defined breach-notification path. Enterprise clients audit this before signing.
  • Outbound calling: PECR plus Telephone Preference Service screening before any marketing call, and Ofcom rules on abandoned and silent calls apply to your dialler configuration.
  • Supplying workers into client businesses: engages the Conduct of Employment Agencies and Employment Businesses Regulations 2003, enforced by the Employment Agency Standards Inspectorate. It catches more support firms than expect it.
  • Bookkeeping and accountancy support: a regulated anti-money-laundering sector. You must be supervised by HMRC or a professional body before trading, with fit-and-proper checks on beneficial owners. Registering late is common and expensive.
  • Professional indemnity insurance: £400 to £7,000 a year by service line and limit. Not statutory, but effectively mandatory for anything finance-adjacent.

Offshore delivery: Philippines and India

Most support firms of any scale end up with a delivery pod abroad, and the two default destinations have concrete requirements worth naming in the plan.

  • Philippines: incorporate with the SEC (Articles of Incorporation, By-laws, Treasurer's Affidavit), then obtain a Tax Identification Number from the BIR. PEZA registration requires the SEC certificate, the BIR certificate, a lease on a PEZA-accredited site and financial projections, and qualifies the entity for an Income Tax Holiday, Special Corporate Income Tax and VAT zero-rating. Foreign-owned entities need minimum paid-up capital of US$100,000 if employing at least 50 Filipino staff, or US$200,000 otherwise (Triple i Consulting). The headcount threshold is a genuine planning variable: crossing 50 staff halves your capital requirement.
  • India: Department of Telecommunications Other Service Provider (OSP) registration is mandatory for call centres and IT-enabled services using telecom resources. The entity must be a Private Limited or Limited Company under the Companies Act. The fee is ₹15,000 for a domestic or international OSP licence, applied for online and typically issued within about 21 days (Kanakkupillai, DOT OSP guide).
  • Canada: the same NAICS 5614 definition applies and Statistics Canada publishes a matching industry series, which makes a cross-border plan straightforward to benchmark. Collection agency licensing is provincial and applies separately in each province (Innovation, Science and Economic Development Canada).

If your plan centres on the regulated end, the debt collection agency business plan template goes deeper on licensing sequencing, and the document preparation business plan template covers scope of practice.

The Delivery Stack Operators Actually Run

In a support business the software is the production line, not overhead. Your tooling decides two things a buyer or lender will test: whether you can prove the hours you invoice, and whether a client's work survives a staff member leaving.

  • QuickBooks Online for US client bookkeeping and your own ledger. Current pricing: Simple Start $38/month for one user, Essentials $75 for up to three, Plus $115 for up to five, Advanced $275 for up to twenty-five (Hubstaff, 2026).
  • Xero where the client base is UK-weighted. Accountant and bookkeeper partner programmes give you client-management views that the single-entity plans do not.
  • Hubstaff for billable-hour tracking: Starter $7 per seat per month, Grow $9, Team $12, Enterprise $25, on a two-seat minimum (Hubstaff, 2026). Your invoices and your gross margin both depend on this number, so instrument it from day one.
  • Karbon for workflow and capacity planning across recurring compliance work. It answers what a spreadsheet cannot: who is at 110% next week.
  • Zendesk or Freshdesk for shared inboxes, ticketing and per-client SLA reporting. The SLA report is what wins renewals.
  • Dialpad or RingCentral for telephony with call recording and per-client number routing. Recording is mandatory in regulated lines and a quality asset everywhere else.
  • Gusto for US payroll, or Deel for contractors across multiple countries where you need the classification layer handled.
  • Ignition or Dubsado for proposals, engagement letters and recurring billing. Automating the engagement letter is what makes scope enforceable.
  • ClickUp or Asana for per-client delivery boards and the handover documentation that turns a person's knowledge into an asset you own.

Budget $120 to $450 per seat per year for this stack at small scale, and show it as a named line rather than burying it in "software and subscriptions". One design rule belongs in the operations section too: every client gets a documented runbook before you accept the second month of their retainer. Firms that skip it cap out at the founder's memory, and they are the ones that cannot sell, cannot take holiday, and lose a client every time someone resigns.

Questions Founders Search Before They Write the Plan

What is NAICS code 5614?

NAICS 5614 is the Business Support Services industry group inside NAICS 561, Administrative and Support Services. It covers telephone call centres and answering services, telemarketing, business service centres including document preparation and private mail handling, collection agencies, credit bureaus, court reporting and stenotype services, and a residual "all other business support services" class. You will need the code for SBA applications, commercial insurance quotes, government vendor registration and most procurement pre-qualification forms, so pick it deliberately rather than letting a filing service guess.

How much should I charge for business support services?

Price against the client's alternative, not your cost. Their alternative is usually hiring: a $55,000 salary becomes roughly $70,000 to $78,000 fully loaded with employment taxes, benefits, equipment, management time and the risk of a bad hire. Deliver the same function for $3,800 a month and you are the cheaper option at $45,600 a year even though your hourly rate looks higher. Build that comparison into your plan, then use the rate bands above to check your delivery cost still leaves a 40%-plus gross margin at that price.

How do I win the first three clients with no track record?

First clients come from one of three places, and your marketing plan should name which: a vertical you previously worked in, where you can describe the problem in the buyer's own vocabulary; a referral relationship with an adjacent professional (accountants, fractional CFOs and brokers meet businesses drowning in admin before you do); or a narrow specialism that makes you findable for a specific search rather than competing for "virtual assistant". Cold outbound at scale works later, once you have two named case studies. Before that it burns the list.

What is a realistic churn rate for support retainers?

Plan for 18% to 30% annual client churn in the SME segment and 8% to 15% in the mid-market, and model it explicitly. Support relationships end for reasons unconnected to your performance: the client hires in-house, gets acquired, changes finance leadership, or shrinks. If your plan shows client numbers only going up, a reviewer will assume you have never run one. A gross-adds and churn build costs you nothing and buys credibility.

How a $420,000 SBA Package Funded a Nine-Seat Support Desk Acquisition in Phoenix

A former revenue-cycle operations manager at a regional healthcare group came to us wanting to buy a support desk rather than start one cold. The target was a nine-seat operation in Phoenix, Arizona: $1.05 million trailing revenue, profitable, one client at 46% of the book. Her first draft led with a growth chart, and the lender's credit team was never going to get past the concentration figure.

We rebuilt it around three things. A client-by-client revenue table with the 46% exposure on the first page, not the fortieth. A retention plan for the anchor account naming the renewal date, the decision-maker and the two service extensions already in discussion. And a receivables bridge showing the cash trough through transition, because the seller's working capital was not coming with the business.

The package approved at $420,000: a $340,000 SBA 7(a) facility plus $80,000 of founder equity. Headcount reached 21 seats by month 18, and the anchor client's share of revenue fell to 24% through five new mid-market accounts rather than by losing the anchor. The plan that got funded was not the optimistic one. It was the one that showed its own risk first and then answered it.

Inside a Finished Business Support Services Plan

An extract from a plan our team wrote, so you can see the level of specificity we work at before you decide whether to write yours or have us write it:

Executive Summary · Extract

Northgate Business Support Ltd

Northgate Business Support Ltd provides managed back-office delivery to UK professional-services firms of eight to sixty people: bookkeeping and management accounts, payroll administration, client-onboarding compliance and CRM maintenance. The company operates from Leeds, West Yorkshire with a 14-desk delivery pod in Cebu, Philippines, giving a blended delivery cost of £11.40 per productive hour against an average billed rate of £29.00.

The founders are a chartered accountant with eleven years in practice and a former operations lead from a Manchester outsourcing firm. Three anchor clients are contracted at signature, worth £186,000 of annual recurring revenue with twelve-month terms, no single client above 19% of the book. Year 1 revenue is projected at £512,000 on 17 clients at an average £2,510 monthly retainer, with a 48% gross margin and breakeven in month 7. Year 3 revenue reaches £1.48 million across 41 clients at a 21% operating margin.

The company is seeking £180,000: a £25,000 Start Up Loan at 6% fixed plus £155,000 from a regional growth fund and one angel. Use of funds is £62,000 to establish and train the Cebu pod, £38,000 for the UK delivery and quality team, £22,000 for the compliance and systems build including HMRC anti-money-laundering supervision and ICO registration, and £58,000 of working capital to bridge the 61-day average collection period modelled in Appendix C...

Every Section You Get in the Template

The template is pre-structured for a support-services business, with prompts for the numbers a lender or investor looks for rather than generic headings you have to interpret.

  • Executive Summary with prompts for your service line, target vertical, contracted revenue at signature and the funding ask, in the order a credit committee reads them
  • Company Overview covering legal structure, ownership split, delivery locations and which of the three business models you are running
  • Industry Analysis with the NAICS 5614 and UK sector figures from this page already framed, plus space for your own local demand evidence
  • Customer Analysis structured around buying trigger, decision-maker, incumbent alternative and willingness to pay, not demographics
  • Competitive Positioning mapping your offer against the global operators, the regional mid-market and the in-house alternative
  • Service Catalogue & Pricing with scope defined in units, overage rates, onboarding fees and minimum term, so the contract and the model agree
  • Operations Plan covering delivery model, billable utilisation assumption, shrinkage, escalation paths, runbook standard and quality measurement
  • Compliance & Data Protection prompting for the licences and registrations relevant to your specific service lines
  • Sales & Marketing Plan built around referral partners, vertical positioning and retainer acquisition cost relative to lifetime value
  • Management Team and Risk Register, the latter naming client concentration, key-person dependency, worker classification and compliance exposure, each with a mitigation
  • Financial Plan with revenue build by client cohort, gross margin by service line, overhead schedule and the receivables bridge

The Financial Forecast add-on, included in the $300/£250 and $1,000/£800 packages, provides a five-year Excel model with income statement, cash flow, balance sheet, break-even analysis, debt service coverage calculation and the startup capital schedule. For support businesses we build utilisation and receivables as switchable inputs, so you can sensitivity-test billable hours and payment terms without rebuilding the model. To keep ownership of the numbers but hand over the research and narrative, the market research and content package is the usual starting point, and every tier builds on the same free business plan template structure.

Frequently Asked Questions

What is included in business support services?
Under the NAICS 5614 definition it covers telephone call centres and answering services, telemarketing, document preparation, business service centres and private mail handling, collection agencies, credit bureaus, court reporting and stenotype services, and other outsourced administrative support. In commercial practice most firms sell some combination of bookkeeping and management accounts, payroll administration, inbox and diary management, CRM and data maintenance, customer-service cover, scheduling, and compliance or onboarding paperwork. The important thing for your business plan is to pick a defined set rather than listing everything, because capital requirement, margin and licensing all change with the mix.
How much does it cost to start a business support services business?
It depends entirely on the model. A lean remote back-office practice runs $9,000 to $28,000 (£7,000 to £22,000). A managed agency with six to fifteen contractors across two or three service lines runs $45,000 to $130,000 (£35,000 to £102,000). A seated contact centre or a licensed collections operation runs $185,000 to $640,000 (£145,000 to £500,000), with much of that spent on licensing, bonding and seat build-out before you can invoice anything. The line most founders underestimate is working capital, because delivery labour is paid weekly while corporate clients pay on 45 to 90 day terms.
Is a business support services business profitable?
Yes, with a wide spread. Gross margins typically run 35% to 55% and net operating margins 12% to 28% once supervision, quality assurance and shrinkage are properly funded. A six-contractor agency billing $38 an hour against $19 delivery cost produces around $328,000 of annual revenue at a 50% gross margin and roughly 20.8% net. A twelve-seat nearshore desk billing $24 per seat hour against $15 loaded cost produces around $518,000 at a 37.5% gross margin and 14.7% net. The two variables that decide which end of the range you land at are billable utilisation per seat and whether you discount to win work.
Do I need a licence to start a business support services company?
There is no general business support services licence anywhere. Obligations attach to the specific activity. A general back-office or bookkeeping support firm in the US needs only normal entity registration, though in the UK bookkeeping services require anti-money-laundering supervision by HMRC or a professional body before trading. Third-party debt collection requires a licence or registration in roughly 45 US states plus a surety bond of $5,000 to $300,000, and full FCA authorisation in the UK. Outbound calling requires paid access to the FTC National Do Not Call Registry, which costs $82 per area code or $22,626 for the full registry in fiscal year 2026. Work out which service lines you are actually selling before you budget for compliance.
How many billable hours should I assume per seat per year?
Between 1,700 and 1,900, not 2,080. The 2,080 figure is a payroll calculation. Training, annual leave, sickness, coaching, team meetings, system outages and unstaffed gaps remove 10% to 18% of available time in a well-run operation. Modelling 2,080 overstates revenue by roughly 15% while leaving your cost base unchanged, which on a 37% gross margin moves your operating margin by about thirteen percentage points. Use 1,800 as the planning default, state the shrinkage assumption openly, and sensitivity-test at 1,700.
Should I deliver onshore, nearshore or offshore?
Decide it per service line, not for the whole business. Onshore seat hours cost $25 to $45 all-in, nearshore loaded agent hours are published at $12 to $18 for Caribbean and Colombia programmes, and offshore seat hours run $8 to $20. Offshore wins on volume administrative and data work. Onshore wins where the work is client-facing, regulated, or where a buyer's security policy requires it. Most firms of any scale end up blended, and the blended delivery cost per productive hour is the single figure to put in your plan. Note that an offshore pod brings its own compliance layer: Philippine PEZA registration requires US$100,000 to US$200,000 of paid-up capital for foreign owners, and Indian call centres require DOT Other Service Provider registration.
Can I use this business plan to apply for an SBA loan or a UK Start Up Loan?
The template gives you the narrative structure both require, and the section order matches how credit teams read. SBA lenders also want a full financial forecast with income statement, cash flow, balance sheet and a debt service coverage ratio of at least 1.25x in every projected year, plus monthly detail for year one. Administrative and support services is a well-travelled 7(a) category, taking 5.9% of all approvals and $6.9 billion across fiscal years 2021 to 2025. UK Start Up Loans go to £25,000 per founder at 6% fixed. Our $300/£250 Research + Content package and $1,000/£800 Bespoke Plan both include lender-formatted five-year forecasts built in Excel.
