The Three Pillars Every Endorsing Body Assesses

To receive endorsement for the Innovator Founder visa, your business idea must satisfy all three criteria simultaneously. Your business plan is the primary evidence your endorsing body uses to assess each pillar.

1

Innovative

Your idea must be genuinely new or significantly different from existing market offerings. The plan must articulate what is novel, why it hasn't been done before, and what evidence supports the innovation claim. Incremental improvements are rarely sufficient.

2

Viable

The business must be commercially viable, capable of generating sustainable revenue. Your financial projections, market sizing, and go-to-market strategy must collectively demonstrate a credible path to profitability and self-sustainability.

3

Scalable

The concept must have the potential to grow significantly. Your plan must show realistic pathways to scale, through additional markets, product expansion, team growth, or geographic expansion, not just a steady-state lifestyle business.

Important: Each endorsing body interprets these criteria slightly differently. UK Endorsing Services, Envestors Limited, and Innovator International each have their own focus areas and application portals. Avvale tailors each plan to the specific endorsing body you are approaching.

Why Innovator Founder Applications Get Rejected

Innovation That Isn't Differentiated

Simply doing something that already exists, even well, is not sufficient. Endorsing bodies look for clear differentiation. Your plan must articulate the specific gap your idea fills and why existing solutions are inadequate, with evidence.

Projections Without Evidence

Financial projections unsupported by market data are the fastest way to fail the viability test. Every revenue assumption must be traceable to market research, comparable businesses, or confirmed demand signals, not wishful thinking.

No Scalability Pathway

A plan that shows steady, modest growth with no clear scaling mechanism will fail the scalability pillar. Your plan must identify specific growth levers, partnerships, licensing, geographic expansion, technology leverage, with a timeline.

Using an Outdated Route

The Innovator Founder visa replaced the Innovator visa and the Start-up visa in April 2023. Plans written for either predecessor route will not satisfy current endorsing body requirements. Make sure your plan was written after April 2023.

What Your Innovator Founder Business Plan Includes

Three-Pillar Business Plan

25–45 pages structured explicitly around the innovative, viable, and scalable assessment criteria.

UK Market Analysis

Market sizing, competitive landscape, and demand evidence for your specific UK market, not generic global data.

Financial Projections

3–5 year P&L, cash flow, and balance sheet. Revenue assumptions traceable to market data. Path to profitability explicitly demonstrated.

Founder Profile & Team

Founder background structured to demonstrate relevant expertise for the specific innovation claimed.

12-Month Milestones

Specific, measurable milestones for your first year in the UK, required for the annual progress review by your endorsing body.

Endorsing Body Alignment

Plan structure and language aligned to the specific endorsing body you are applying to, UK Endorsing Services, Envestors, Innovator International, or other.

Current UK Innovator Founder Endorsing Bodies

As of 2026, the UK Home Office has approved a narrow list of organisations to endorse Innovator Founder Visa applications. The list is updated periodically on GOV.UK and any plan must be tailored to the specific endorsing body the applicant is approaching. Avvale writes plans for all currently active business endorsing bodies.

Endorsing Body Focus Sector Notes
UK Endorsing Services (UKES) Broad, accepts most innovative sectors Most widely used route for international applicants. Offers structured assessment with clear feedback.
Envestors Limited Investment-ready ventures Investor network access alongside endorsement. Strong fit for founders raising capital.
Innovator International Tech and scalable digital ventures Newer body with growing share of endorsements. Often faster turnaround for tech-led businesses.
Global Entrepreneurs Programme (GEP) Strategic UK economic priorities Invite-only via UK Department for Business and Trade. Not open to direct applications.

Important: Legacy endorsing bodies from the previous Innovator and Start-up visa routes (closed in April 2023) can no longer issue endorsements for new applications. They may only support founders they previously endorsed under the ‘same business’ criteria. Avoid any provider who suggests approaching a legacy body for a fresh endorsement.

Innovator Founder Visa, FAQs

What replaced the UK Start-up and Innovator visas?
The Innovator Founder visa replaced both the Innovator visa and the Start-up visa in April 2023. The new route combines both into a single pathway, there is no longer a separate Start-up route. All new applications must be made under the Innovator Founder visa, regardless of the stage of your business.
Do I need an endorsement before applying?
Yes. You must obtain endorsement from a Home Office-approved endorsing body before you can apply for the Innovator Founder visa. The endorsing body reviews your business plan and other supporting materials, then issues an endorsement letter if satisfied. Without this endorsement, you cannot submit a visa application.
What is the annual review and why do milestones matter?
The Innovator Founder visa requires an annual review with your endorsing body. At each review, you must demonstrate progress against the milestones set out in your business plan. This means your milestones must be specific, measurable, and genuinely achievable within 12 months, not vague aspirations. Avvale builds all milestone frameworks with this annual review requirement in mind.
Is there a minimum investment requirement for the Innovator Founder visa?
No. The Innovator Founder visa has no fixed minimum investment requirement, unlike its predecessor the Innovator visa, which required £50,000. However, your business plan must demonstrate that you have access to sufficient funding to execute your plan. The endorsing body will assess the credibility of your funding position as part of the viability pillar.
Can I apply for the Innovator Founder visa from outside the UK?
Yes. The Innovator Founder visa is available both to applicants outside the UK (applying for entry clearance) and those already in the UK switching from another visa category. The business plan requirements are the same in both cases, endorsement from an approved body is required regardless of where you apply from.
My application was rejected by an endorsing body. Can you help with a reapplication?
Yes. Rejection from an endorsing body usually comes with brief feedback. Avvale can review the rejection reason, identify the specific gaps in your original plan, and produce a significantly strengthened reapplication. Our Premium package includes reapplication support with unlimited revisions.
