That exemption is useful for pilots, schools, offices, and small projects. A commercial producer that handles more waste, broader waste types, or a larger site may need an environmental permit. For compost from source-segregated biodegradable waste to reach end-of-waste status under the 2025 resource framework, the Environment Agency says the material must use approved input types, be processed and stored correctly, meet customer specifications, have certainty of use, and comply with BSI PAS 100. The framework also requires annual independent certification and records kept for at least 4 years Environment Agency, 2025.

United States

US requirements vary by state and municipality. EPA notes that composting operations handling large volumes or certain feedstocks such as biosolids or manures may have additional permitting or zoning requirements depending on state and local rules EPA, 2026. For organic-crop acceptance, USDA NOP guidance says vermicompost can be acceptable when made from allowed feedstocks, aerobic conditions are maintained, moisture is managed, and duration is sufficient to avoid contamination by nutrients, pathogens, heavy metals, or prohibited residues USDA AMS, 2018.

State compost standards can be specific. California's compost pathogen-reduction rule, for example, requires fecal coliform below 1,000 MPN per gram of total solids and Salmonella below 3 MPN per 4 grams, with temperature and monitoring standards for enclosed, windrow, and aerated static pile processes California Code of Regulations, 2025. A vermicompost founder should not assume California rules apply everywhere, but including one concrete state example helps the business plan show what serious compost compliance can look like.
