United States

  • MSHA registration, every mine must file a Legal Identity Report and obtain a Mine ID with the Mine Safety and Health Administration before extraction begins; there is no fee but it is mandatory and brings quarterly reporting.
  • Conditional Use Permit + Reclamation Plan, issued by the county or state lead agency. United Kingdom

  • Minerals planning permission from the Mineral Planning Authority (the county or unitary council), usually requiring an Environmental Impact Assessment and 12-24 months of process.

How a Pit Makes Money

Gravel sells by the ton, and the price depends entirely on the product. Pit-run and bank gravel, material sold roughly as it comes out of the ground, fetches about $15 to $30 per ton at the gate. The Numbers Behind the Market

Construction sand and gravel is one of the largest-volume commodities mined anywhere. Reserves & Site Selection

The reserve is the business. Everything downstream, the plant, the staffing, the funding, the valuation, rests on how much saleable gravel is in the ground and how cheaply you can get it to a customer. Two sites that look identical on a map can be worth wildly different amounts once you have actually dug into them, which is why the plan has to open with evidence rather than optimism.

Prove the deposit before you buy

Test pitting is the standard way to assess a sand and gravel deposit. You dig a grid of pits across the candidate area, log the depth and character of each layer, and send samples for laboratory analysis. The grid tells you three things a planning authority and a lender both want quantified: how thick the workable gravel is, how consistent it is across the site, and how much overburden (topsoil and waste) you have to strip and store before you reach saleable material. A deposit that averages nine metres of clean gravel above the water table is a very different proposition from one that pinches out to two metres in half the test pits.

From those results you build a reserve estimate in tons and a depletion schedule that divides the reserve by your planned annual extraction rate. A site with 2.5 million tons of reserve worked at 180,000 tons a year gives you roughly fourteen years of life, and that number drives the depreciation of your land cost, the timing of your reclamation spend, and the residual land value at the end. Most competitor guides skip the depletion schedule entirely; it is exactly what separates a fundable plan from a hopeful one.

Location is a margin decision

Because freight dominates the delivered price, the catchment matters more than the geology in many markets. Map every active pour, road programme, ready-mix plant, and large contractor within a 30-mile radius, then estimate your drive-time advantage against each competing pit. A reserve that is 15% smaller but 20 miles closer to demand will usually out-earn the larger, more distant one. Other site factors to score in the plan: legal access to a road that can take loaded tri-axles, the water table depth (which sets whether you dig dry or have to dredge), proximity to housing that could object on noise and dust grounds, and whether the land can be restored to a use that holds value afterward.

Tenure: buy or lease the minerals

You can own the land freehold, or you can lease the mineral rights and pay the landowner a royalty on every ton sold, commonly a fixed pence-or-cents-per-ton figure. A freehold purchase is heavier upfront but cleaner on the balance sheet and leaves you the restored land as an asset. A royalty lease conserves cash at launch but permanently lowers your margin per ton and complicates the exit. Who Buys From a Pit

Aggregate has a small number of high-volume buyers and a long tail of small ones, and the plan should be explicit about which it is built to serve. The mix you choose shapes everything from credit terms to the products you screen.

  • Ready-mix concrete plants: the anchor customer for most pits, since 42% of construction sand and gravel goes into concrete. They buy washed concrete sand and graded stone in large, regular volumes and reward consistent specification.
  • Road and civil contractors: buyers of road base, sub-base, and asphalt aggregate, often tied to public infrastructure programmes that bring predictable but lumpy demand.
  • General building contractors: fill, bedding sand, and drainage stone for foundations and groundworks.
  • Landscapers and the trade counter: decorative gravel, topsoil, and screened material at higher per-ton prices but smaller volumes.

The strongest plans quantify each segment by volume, price sensitivity, and how it is reached, a ready-mix supply deal is won on specification and reliability, while a landscaping counter is won on local search and word of mouth. They also flag concentration risk: a pit that sells 70% of output to a single ready-mix plant is one lost contract away from trouble, and a lender will price that in.

Mistakes That Sink Pit Operators

The failures in this business are rarely about running out of customers. They are about reserves, regulators, and freight. Here are the five we see most often when a plan crosses our desk after a lender has already said no.

  • Buying land before test-pitting the deposit. Surface acreage tells you nothing about how deep the workable gravel runs or whether it is laced with clay. Dig a grid of test pits and assay the samples before you sign, a thin or contaminated reserve has no rescue plan.
  • Leaving reclamation off the balance sheet. The restoration bond and the eventual cost of restoring the land are real liabilities. A plan that ignores them looks more profitable than the business actually is, and a lender will spot the gap immediately.
  • Sitting too far from demand. Because freight is half or more of the delivered price, a pit 60 miles from the nearest pour loses jobs it should win. Pick the site for its catchment, not just its geology.

Running the Site Day to Day

A pit is a small materials-handling factory built outdoors. The operations section of the plan should make the daily flow legible to someone who has never visited the site, because that is exactly who underwrites the loan.

The production flow

Material moves through a fixed sequence: strip the overburden and stockpile it for later restoration; extract the raw gravel from the working face with the excavator; haul it to the plant; screen it into saleable fractions; crush or wash what the market needs; stockpile finished product by grade; then load trucks across the weighbridge and issue a ticket. Throughput is the number that ties this together, a plant rated at 150 tons an hour running a 2,000-hour year has a theoretical ceiling of 300,000 tons, but real-world availability, breakdowns, and demand mean you plan to a realistic utilisation well below that. The forecast should state the assumed availability and defend it.

Labour and safety

A small pit can run with a lean crew: an excavator operator, a loader operator who also runs the weighbridge, a plant attendant, and a working manager who handles sales and compliance. Wages are a meaningful but not dominant cost line, fuel and plant maintenance usually loom larger. Safety is not optional paperwork in this industry: MSHA-regulated sites in the US require documented training, regular inspections, and incident reporting, and the plan should show a named person responsible for it. A single reportable incident can shut a pit and void the assumptions in the forecast, so lenders treat a credible safety plan as a risk control, not a nicety.

Stockpile and inventory discipline

Aggregate is cheap per ton, so double-handling it destroys margin. A well-run pit minimises how many times each ton is touched between the face and the truck, uses radial stackers to build stockpiles without re-loading, and keeps enough finished inventory of the fastest-moving grades to fill a same-day order without firing up the crusher.
